Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Johnson <br />Councilman Baumgartner <br />Councilman Pickar <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />February 28, 1972 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Neisen at 8 :00 P.M. on Monday, February 28, 1972 at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />MSP (Hodges /Baumgartner) To approve the minutes of February 14th, 1972. 4 Ayes <br />Councilman Pickar arrived at 8:02 P.M. after attending a Fridley Recreation <br />meeting to inquire of the proposed Fridley beach on Spring Lake. <br />Residents Requests and Comments from the floor <br />Also Present: <br />Clerk Administrator Zylla <br />Attorney Schumacher <br />Engineer Boehm <br />MSP (Baumgartner /Pickar) To grant a variance to James Lund, builder, to allow <br />the construction of a bedroom below minimum width requirements for the home to be <br />occupied by David Reinking at 7700 Bona Road. Motion to include instruction to <br />Mr. Lund to change his floor plan on his model to prevent similar requests in <br />the future. <br />James Lund also submitted a letter to the Council requesting eligibility for <br />building permits on Lots 4 and 5, Block 1, Jim Lund Second Addition. The Council <br />took his request under advisement. <br />Anthony Jambor, owner of the Bel Rae Ballroom, appeared to request Council approval <br />to have the 1972 Polka Festival at the Bel Rae Ballroom premises, indoors and out- <br />doors, on July 9th from 2 to 11 p.m. He stated that the event was sponsored by the <br />Minnesota Ballroom Operators Association and would bring in approximately three to <br />five thousand people. <br />MSP (Neisen /Johnson) To hold a special hearing at 8:30 p.m. on March 13th to <br />consider the issuance of the necessary permits to Mr. Jambor to conduct the 1972 <br />Polka Festival at the Bel Rae Ballroom and its premises. <br />Robert Glazer requested information on whether the Council had taken any action on <br />his request to consider a new Village Comprehensive Plan. Mayor Neisen stated that <br />the cost was a major item and therefore it was something that should be considered <br />at regular budget time. The Council did feel that an updated plan was a necessity <br />and accordingly instructed the Clerk to invite Milt Stole to the agenda meeting to <br />see if the Planning Commission could take some action themselves in the interim. <br />MSP (Johnson /Hodges) To grant permission to Leonard Goodroad, for two building <br />permits on Eastwood Road (59- 0060 020 -31) in proposed Goodroad Addition, subject <br />to the approval of the preliminary plat by the Planning Commission, and with the <br />stipulation that the final plat be filed within sixty days. <br />Mayor Neisen's Report <br />MSP (Neisen /Hodges) To direct Walter Skiba to attend the 1972 Conference on <br />Weeds, Seeds, Chemicals, Insects, and Plant Diseases on Wednesday, March 8th at <br />7:00 p.m. at the County Agents Office, North St. Paul. <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />
