PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />May 8, 1972 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Neisen at 8:00 P.M. on Monday, May 8, 1972 at the Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Johnson <br />Councilman Baumgartner <br />Councilman Pickar <br />Mayor Neisen's Report <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Hodges /Baumgartner) To approve the minutes of April 24th. <br />Mayor Neisen read the Police report for April. <br />Louis Gydesen of the Anchor Inn appeared to request information from the Council <br />on what was necessary for him to do in order that he may be issued an on sale <br />intoxicating liquor license on part of Lots 108 and 109 Spring Lake Park Hillview <br />Addition in conjunction with a proposed Anchor Inn restaurant. <br />Discussion centered on the fact that the present Mounds View liquor ordinance <br />requires that no on sale liquor license be issued closer than 500 feet to any <br />school or church property. As presented in Mr. Gydesen's proposal the Spring <br />Lake Park Lutheran Church would 132 approximately 300 feet away. The Council <br />sought information from Mr. Gydesen as to whether the building could be positioned <br />on the parcel in order to comply with the ordinance. Mr. Gydesen was to check <br />with the owners of the property to see if he could have the building placed on the <br />south part of Lots 106 and 107 Spring Lake Park Hillview Addition. <br />Attorney Meyers stated that the Council may be able to interpret the ordinance <br />requirement to be property line of church to building of liquor establishment. <br />MSP (Neisen /Baumgartner) To set a special hearing for June 12th at 8 :30 P.M. <br />to consider the issuance of an on sale liquor license to Louis Gydesen doing <br />business as the Anchor Inn, either by moving the proposed building to a distance <br />to comply with the present 500 foot requirement or to consider the issuance of <br />the license while reducing the 500 foot requirement by ordinance amendment. <br />Clerk Zylla is to check by the next meeting into the present ownership of the <br />Spring Lake Park Lutheran Church property since there are rumors of a sale. <br />Mayor Neisen called the hearing to consider an increase in building permit fees <br />for the Village of Mounds View to order at 8:37 P.M. <br />Clerk Zylla explained that notices were sent to approximately 120 contractors <br />informing them of the hearing and the new date that the permit fees would take <br />effect. There were no contractors present at the hearing. Clerk Zylla stressed <br />that on the average Mounds View's permit fees were 30 to 50/ below surrounding <br />communities. <br />MSP (Hodges /Johnson) To adopt Ordinance #194 adopting new permit fees for the <br />Village of Mounds View. <br />5 Ayes <br />5 Ayes <br />5 Ayes <br />
