Councilman Johnson's Report Councilman Johnson reported that there will be a Labor Relations Workshop on August 3, 1973 sponsored by the Association of Minnesota Counties, League of Minnesota Municipalities, Metropolitan Inter- County Council and the Metropolitan League of Municipalities. An analysis of the impact of Minnesota's amended Public Employment Labor Relations Act will cover the following topics: the right to strike for nonessential employee groups, binding arbitration of contract negotiation impasses involving essential employees, rules and procedures of the Public Employment Relations Board, rules and procedures of the Bureau of Mediation Services and the role of elected officials. MSP (Neisen-Hodges) To send the registration fee of $12.00 for Councilman Johnson to attend the Labor Relations Workshop at the Radisson South on August 3, 1973. Councilman Baumgartner's Report Councilman Baumgartner read the Park Recreation Meeting report. He stated that they would wait to make a motion to hire a full time park director until there had been more discussion on the matter, as to where the money would come from to pay him. Deputy Clerk Sandgren read the letter sent on June 27, 1973 informing residents in the drainage ditch area of the hearing. Mayor Neisen turned the meeting over to Engineer Bearden who presented a map and explained the drainage situation at the Greenwood Drive and Sherwood Road area. Delores Fehlderg, representing her mother, Nellie Dormeier who lives at 8171 Eastwood Road inquired why the two obvious lots were omitted in the shaded area, who were the people affected, and when were the houses built. Engineer Bearden explained that this was an old drainage map from 1964 which showed the drainage boundary, The two lots omitted had been split and only the back half was where the problem was.
