PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />A Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Neisen at 8:00 P.M. on July 23, 1973, at the Mounds View Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: Also Present: Clerk Administrator Zylla` <br />Engineer Bearden <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Johnson <br />Councilman Baumgartner <br />Councilman Pickar <br />Absent: <br />Attorney Meyers <br />MSP (Neisen- Johnson) To approve the minutes of July 9, 1973 subject to amending <br />the last sentence of the first paragraph of Engineer Bearden's report from 13 <br />years to 10 years and subject to amending the motion to hire Victor Hansen to <br />include that Mr. Hansen may be employed to work in excess of 20 hours per week <br />under special circumstances such as the absence of the full time building <br />inspector or his overloaded schedule. <br />Mayor Neisen's Report <br />Mayor Neisen read a petition for a stop sign at the intersection of Bronson <br />Drive and Adams Street and a recommendation from the chief of police to deny this <br />installation. The chief of police felt that the sign was not warranted and it <br />would only increase complaints from residents regarding unreasonable acceleration <br />and hot rodding incidents. <br />As per the directive of the Council, the police chief provided a recommendation <br />on the operation of the Bel -Rae Ballroom in regards to the segregation of 18 year <br />olds and older with those under 18 during teen dance night. He reported that <br />there have been no problems and therefore recommends that the ordinance be <br />amended as necessary. <br />MSP (Neisen- Hodges) To direct Attorney Meyers to prepare any necessary amendments <br />to the Village Code. <br />Also on the recommendation of the chief of police, the Council took the following <br />action. <br />MSP (Neisen Pickar) That teen dances at the Bel -Rae Ballroom not operate past <br />11:00 P.M. on nights preceeding school days. On all other nights they not be <br />allowed to operate past 11:30 P.M. <br />Clerk- Administrator Zylla's Report <br />MSP (Johnson- Hodges) To approve the licenses: Asphalt Northern Asphalt <br />Construction; General Contractor Dailey Homes, Briar Construction Co., Sinco <br />Construction; Masonry Kozitza Construction; Heating Air Conditioning <br />Montgomery Ward Co., D.
