-2- <br />easement will be provided on the north side of the property, and until the storm sewer <br />is constructed, Lot 4 will be used as a holding pond. The Council instructed the <br />petitioners to complete preliminary grading of the lots to insure that the waterway <br />to Lot 4 is not obstructed and then to notify the Clerk's office that it has been <br />completed. Upon completion of the grading, the Village Engineer will inspect the site <br />and the preliminary plat will then be approved. <br />Donald Paster, of Paster Enterprises appeared before the Council to request conditional <br />approval of his building permit. He declared that his plans were nearly completed <br />and he is negotiating final financing arrangements. <br />The Council discussed the potential problems with delaying the awarding of the bid on <br />Project 1973 -5 because of the expiration of the 30 day acceptance period. Mr. Paster <br />acknowledged the problem, but preferred waiting for the installation of the water <br />main until his firm could do the rough grading. He said he would stand any additional <br />charges by rebidding. <br />MSP (Neisen- Hodges) To grant the issuance of a building ?ermit to Paster Enterprises <br />to construct a shopping center on the property bounded by Highway #10, Long Lake Road, <br />and County Road I subject to payment of the fee, approval of the plans by the building <br />inspector and fire chief, and commencement of construction within 45 days. 5 Ayes <br />Herbert Widmire, 2126 Oakwood Drive, requested the installation of street lights on <br />Oakwood Drive from Quincy Street to 35 -W. He was told to bring in a petition. <br />MSP (Neisen Pickar) To receive a petition from Mrs. Norton requesting removal of the <br />two hour parking signs located on Hillview Road between Quincy Street and 35 -W and <br />turning the petition over to the police chief for his recommendation. <br />Mr. Kenneth Ballinger, 2077 Oakwood Drive inquired about the status of the Village <br />Civil Defense program and its director. Mayor Neisen informed Mr. Ballinger that he <br />would meet with him and other civil defense men at their next meeting. <br />Mayor Neisen's Report <br />Mayor Neisen read the Police Report for August. <br />MSP (Neisen- Johnson) To appoint Rollin Erickson, 5363 Clifton Drive to serve on the <br />recently established Mounds View Safety Committee. 5 Ayes <br />Clerk- Administrator Zylla's Report <br />Clerk Zylla announced that there would be no hearing this evening on consideration of <br />a residential kennel license since the owner, Mrs. Schommer, has given away one of the <br />dogs. <br />MSP (Pickar- Johnson) To approve the licenses: Gasoline Station A.A. Standard, <br />General Contractor Fred Rehbein Construction Corp., Bud Johnson Construction Co., <br />King Construction Co., Patio Roofs Co.; Sewer and Water Marty Bros.; Masonry <br />J;,mison Bros.
