The Council instructed the petitioners to complete preliminary grading of the lots to insure that the waterway to Lot 4 is not obstructed and then to notify the Clerk's office that it has been completed. Upon completion of the grading, the Village Engineer will inspect the site and the preliminary plat will then be approved. Donald Paster, of Paster Enterprises appeared before the Council to request conditional approval of his building permit. He declared that his plans were nearly completed and he is negotiating final financing arrangements. The Council discussed the potential problems with delaying the awarding of the bid on Project 1973 -5 because of the expiration of the 30 day acceptance period. Mr. Paster acknowledged the problem, but preferred waiting for the installation of the water main until his firm could do the rough grading. He said he would stand any additional charges by rebidding.
