-2- <br />to construct a free skating ice rink on the Edgewood School property and <br />authorizing the Mayor and Clerk to execute the agreement. <br />Councilman Hodges' Report <br />Councilman Hodges requested that after the Civil Defense Plan has been retyped, <br />it be sent to Ramsey County for review. <br />Mayor Neisen noted that he had appeared before the Blaine City Council to <br />discuss a joint powers agreement for a three community civil defense director. <br />He expects to have Blaine's response by November 15, 1973. <br />MSP (Picker- Johnson) To recess the regular meeting at 8:16 P.M. <br />Mayor Neisen called the hearing to consider the street vacation requested by <br />Programmed Land for a part of Programmed Land 1st Addition to order at <br />8:17 P.M. <br />Clerk Zylla read the legal notice and attested to its publication in the New <br />Brighton Bulletin on November 1, 1973. <br />Attorney Meyers explained that the vacation is a corrective action and that <br />by platting Programmed Land 1st Addition, the Village will receive a new <br />street. He suggested that the Council condition approval of the vacation on <br />final approval of the plat. <br />MSP (Hodges Pickar) To adopt Resolution #616 vacating the street described <br />in the legal notice published November 1, for Programmed Land subject to final <br />approval of Programmed Land 1st Addition. 5 Ayes <br />MSP (Baumgartner- Johnson) To adjourn the special hearing at 8:23 P.M. <br />Mr. Bill Edes of Programmed Land then requested preliminary plat approval of <br />Programmed Land 1st Addition He explained to the Council that on part of <br />the property he has given an option for a 103 to a 150 unit motel and a <br />McDonald's restaurant. <br />Attorney Meyers suggested that the service drive be noted as Liberty Street <br />in the plat. On questioning Mr. Edes it was found that proposed Clifton Street <br />is also dedicated right of way which was constructed by the property owners. <br />The Council felt inclined to leave Clifton as a dedicated street in order to <br />provide better access to (from) Highway Avenue. It appeared from the _re- <br />liminary plat that concrete curbs were constructed in the Clifton right of <br />way by the property owners. <br />Attorney Meyers noted that the Council should consider requesting a land or <br />cash dedication for parks in conformance with our subdivision regulations. <br />5 Ayes <br />5 Ayes <br />Ayes <br />
