Present: <br />Mayor Neisen <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Pickar <br />Absent: <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />RAMSEY COUNTY, MINNESOTA <br />Councilman Johnson <br />December 17, 1973 <br />A Regular Meeting of the Mounds View Village Council was called to order by Mayor <br />Neisen at 8:00 P.M. on December 17, 1973 at the Mounds View Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Bearden <br />MSP Pickar- Hodges) To approve the minutes of December 10, 1973. 4 Ayes <br />Attorney Meyers informed the Council that according to the law, non intoxicating <br />off -sale licenses and intoxicating on -sale licenses are compatible unless a <br />municipality has an ordinance to the contrary. An establishment may sell non- <br />intoxicating off -sale liquor in an on -sale liquor establishment until 1:00 A.M. <br />MSP (Neisen Baumgarner) To authorize the attorney to amend the municipal code to <br />forbid the issuance of an off -sale non intoxicating liquor license in any on -sale <br />intoxicating liquor establishment effective January 1, 1975. 3 Ayes <br />Baumgartner Naye <br />Baumgartner felt that the present licensed establishments should have <br />no more than three months to comply with the new law. <br />Manor Neisen's Report <br />MSP (Neisen Pickar) To set the termination date for the employment of James <br />Schlichtmann, Public Works Superintendent, for December 31st, at 4:30 P.M. <br />Mayor Neisen explained that Mr. Schlichtmann had resigned and then later requested <br />to be retained as a lead man. The Council felt that since not enough money was <br />budgeted, since it would be difficult for the new superintendent to supervise an <br />x- superintendent, that a low seniority man may have to be laid off if he is retained, <br />and it would be unfair to the men to grant seniority to him, that he be terminated <br />before the Village would have to pay unemployment compensation. (January 1, 1974). <br />4 Ayes <br />Clerk- Administrator Zylla's Report <br />MSP (Hodges Pickar) To approve the licenses: Cigarette Long Lake "66 Country <br />Kitchen, Martin Oil Service, Dick's Clark Super "100 Highway #10 Service; <br />Gasoline Station Dick's Clark Super "100 Long Lake "66 Martin Oil Services; <br />Off -Sale Non Intox. Liquor Mermaid Cocktail Lounge, Inc., Launching Pad Supper <br />Club. 4 Ayes <br />
