-2- <br />MSP (Baumgartner- Hodges) To approve the bills: General Fund checks #8039 <br />thru #8078, Payroll Account checks #1060 thru #1066, Payroll checks #714 thru <br />#743 and transfer checks #8076 transferring $10,573.97 to the Payroll Account <br />to pay gross pay of December 28, 1973. From General $8,457.47, from Water <br />$1,379.00, from Sewer $737.50. Transfer check #1067 transferring $19.16 to <br />the General Fund from the Payroll Account to balance the Payroll Account <br />4th quarter. Total disbursements $31,195.90. <br />Clerk- Administrator Zylla stated that he had sent a letter to Mr. Perry, Attorney <br />for North Star Ambulance Service, inviting him to the Council meeting of December <br />17th, but that neither he nor Mr. Carlson, the owner of North Star Ambulance are <br />able to attend. <br />MSP (Baumgartner- Hodges) To hire Midwest Planning and Research to do a Mounds <br />View Comprehensive Plan and to authorize the Mayor and the Clerk- Administrator <br />to execute the contract. <br />A.E.I. Design, Northwest Consultant and Midwest Planning were contacted initially <br />by the Clerk- Administrator. Cost estimates were requested from Northwest Consultants <br />and Midwest Planning. The Planning Commission recommended that the Council author- <br />ize a comprehensive plan. The $16,500.00 cost of the plan is to be paid from <br />revenue sharing. <br />MSP (Neisen Baumgartner) To close the municipal office on December 24th provided <br />all employees either take a vacation day, compensatory time, or a day off without <br />pay and that at least two men in the Public Works Department be required to work <br />until 12:00 Noon with a provision that all Public Works Department employees may <br />be scheduled to work if the situation warrants. 4 Ayes; <br />MSP (Neisen Pickar) To authorize the Administrator to send a letter to Abiding <br />Savior Lutheran Church requesting that they remove their mobile home within 30 <br />days. <br />Council instructed the Administrator to contact Messiah Lutheran Church and inform <br />them that their building plan addition must be approved by the Planning Commission <br />prior to the issuance of a building permit. <br />Administrator Zylla informed the Council that the post office did not want the <br />street in Programmed Land First Addition to be named Liberty Street. <br />Administrator Zylla stated that he had received a complaint from Mrs. Haake about <br />snowmobiles on the south side of Spring Lake. She felt that snowmobiling was not <br />compatible with pedestrians and persons sleding in the area. The office is to <br />contact the snowmobile club to request that they police the area more carefully <br />and post part of it with no snowmobiling signs. <br />Councilman Hodges' Report <br />Councilman Hodges turned over some information on Civil Defense Emergency Occupation <br />Centers to the Administrator. He added that the State has about $30,000.00 avail- <br />able for emergency sirens. <br />4 Ayes <br />
