PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A Regular Meeting of the Mounds View City Council was called to order by Mayor <br />Neisen at 8:00 P.M. on April 8, 1974 at the Mounds View City Hall, 2401 Highway #10, <br />Mounds View, Minnesota 55112. <br />Present: <br />Mayor Neisen <br />Councilman Baumgartner <br />Councilman Johnson <br />Councilman Picker <br />Councilman Hodges arrived late <br />MSP (Pickar- Johnson) To approve the minutes of March 25, ,.974. <br />MSP (Neisen Johnson) To approve the minutes of April 1, 1974. 3 Ayes <br />Pickar abstained <br />Residents Requests and Comments from the Floor <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Bearden <br />Mr. Charles Hermann, 8360 Long Lake Road together with five of his neighbors appeared <br />before the Council to request that proposed Greenwood Drive from Ardan Avenue to <br />County Road J be constructed straight rather than curved in order to avoid the home <br />located at 8347 Eastwood Road. <br />Attorney Meyers explained that the home was owned by a Mr. Fulwider who was going on <br />a total disability because of blindness. Mr. Fulwider was planning on moving, however, <br />and selling the home to his son. The home is a small older home on a sl.,b. Attorney <br />Meyers suggested to Mr. Fulwider moving the house, but he felt that it was not in any <br />condition to stand a move. A curve of the road on a temporary basis was suggested <br />by some of the residents but was found to be impractical because of the utilities. <br />Attorney Meyers told the Council chat in terms of economics, the curved road would <br />be less costly than buying the house. Engineer Bearden felt that the maintenance <br />cost would be no different curved or straight, and the capital cost of construction <br />for a curved road would add about $700.00 to the project cost. If the road goes <br />straight the house will be about 28 feet off of the center line. <br />Attorney Meyers estimated the cost of condemning the house at $7,000 to $10,000. The <br />residents in attendance declined to give up their easement for $1.00 if the Council <br />agreed to straighten the road. <br />MSP (Neisen Baumgartner) To authorize that proposed Greenwood Drive from Ardan <br />Avenue to County Road J be straightened and authorize the Attorney to negotiate with <br />Mr. Fulwider for the purchase of the house and providing that if no agreement can be <br />met that the matter be placed in condemnation. 4 Ayes <br />Mayor Neisen's Report <br />Mayor Neisen announced that he is a DFL candidate this November for the House of <br />Representatives. <br />4 Ayes <br />
