Mayor Neisen rend the Police Report fur March and announced that April 27th is City <br />Clean Up Day. <br />Administrator Zylla's Report <br />MSP (Neisen- Johnson) To hire Mr. Gary Kardell in the Public Works Department effective <br />May 1st, subject to a six -month probationary period at $50.00 per month below union <br />scale during the probationary period. 4 Ayes <br />MSP (Neisen- Johnson) To approve the licenses: Asphalt Buck Blacktop, Inc.; <br />Excavating Hoffman Construction; Garbage /Rubbish Hauler Suburban Pickup Service; <br />General Contractor Eigenheer Builders, Inc.,Quality Construction Service, Milton <br />L. Johnson Co.; Heating Air Conditioning Northeast Sheet Metal Inc., Home -Air <br />Trane, Inc.; Sewer Water Dean Luxenburg Construction Co.; Bingo Mounds View <br />Lions Club (until December 31, 1974). 4 Ayes <br />MSP (Neisen Pickar) To approve the bills which includes check No. 8420, a $4.00 <br />payment to Mayor Neisen for a seminar registration which will be included in the <br />bills on April 22, 1974. General Fund checks #8368 thru #8418, Payroll Account <br />checks #1080 thru #1084, payroll checks #974 thru #997, transfer check #8419 trans- <br />ferring $10,494.37 to the Payroll Account to pay gross pay of April 15, 1974. From <br />General $8,875.87, from Water $859.00, from Sewer $759.50. lotal disbursements <br />$34,632.82. 4 Ayes <br />MSP (Johnson Baumgartner) To approve Resolution No. 625 approving the apportionment <br />of assessments on Division No. 48049, for Programmed Land 1st Addition. 4 Ayes <br />MSP (Neisen Johnson) To accept the Metropolitan Area Management Association Agreement <br />with Local No. 49 which includes a provision for a two -year contrast commencing <br />January 1, 1974 subject to the receipt of the signed, executed contract from Local <br />No. 49 and that there are no local issues which would 9ncrease the cost of the <br />contract. 4 Ayes <br />MSP (Neisen Pickar) To accept the recommendation of the Administrator and provide <br />that all receipts from special assessments exclusive of principal and interest be <br />henceforth deposited in the revolving fund and authorize that from the tax settlement <br />report for November 1 to February 28, 1974, $4,357.30 penalty assessments and $8,394.31 <br />from special assessments forfeited tax sales be deposited in the revolving fund. 4 Ayes <br />Administrator Zylla announced receipt of the signed joint powers agreement between <br />New Brighton and the Ci_y of Mounds View relative to the control of Dutch Elm and <br />other shade tree diseases. <br />Administrator Zylla reported that approximately 48,000 yards of fill will be generated <br />from Improvement Project 1973 -4. 27,000 yards are needed at Greenfield Park and 2,000 <br />yards are needed at Groveland Park. Bill Edes of Programmed Land has requested purchase <br />of approximately 20,000 yards for his property. <br />Councilman Baumgartner felt that the City ought to retain an additional 4,000 yards <br />for Woodcrest Park which would mean that the total available for Mr. Edes would be <br />15,000 yards. The engineer estimated that with Mr. Edes removing the fill from the <br />present drainage pond at. Ardan Avenue and Long Lake Road the project cost could be <br />reduced by about $15,000 to $22,000. <br />
