<br />Mayor Neisen called the hearing to consider the rezoning of Lots 8 and 9 Spring Lake
<br />Park Knolls Addition from B3 Commercial to R1 Single Family Residential to order at
<br />8:30 P.M.
<br />Administrator Zylla read the legal notice and attested to its publication in the New
<br />Brighton Bulletin on May 23rd and 30th.
<br />He stated that notices were sent out to 25 persons on May 8, 1974. Administrator
<br />Zylia read ePerpts from the Planning Commission minutes of November 1973, December
<br />1973, and February 1974 which deal with the property in question. He noted that the
<br />west 1/2 of Lot 9 was owned by the City of Mounds View and had constructed on it a
<br />municipal well and filtration plant.
<br />The administrator read a memorandum prepared by Midwest Planning and Research dated
<br />January 30, 1974 which stated that the property was spot zoned, that the area would
<br />tend to become increasingly residential verses commercial, that the zoning is in
<br />conflict with the development objectives as outlined in the Comprehensive Plan of
<br />1959 which called for commercial clustering along Highway #10 and discouraging of
<br />strip commercial, and that increased traffic volumn on Silver Lake Road and Groveland
<br />Road would pose potential safety hazards.
<br />Mayor Neisen called for comments in favor or against the rezoning.
