-8- <br />We have no control on the individual temperament of the driver. He said we <br />could set up a temporary signal and make some temporary measures on the other <br />streets and try to measure the impact. But it will be impossible to measure <br />before the shopping center goes in. <br />Mayor Neisen asked if the semiphores were installed and it was proven that a <br />cul -de -sac was needed at St. Stephen and Eastwood later on, who then would be <br />responsible the City of Mounds View, State of Minnesota or County. <br />Mr. VanWormer stated regardless of when it goes in there would be mutual concern <br />and mutual involvement. <br />Mayor Neisen said Highway #10 and County Rd. I would be shared 50/50 by the <br />State and County. If Eastwood has a cul -de -sac does the City of Mounds View <br />have to pay for it. <br />Mr. VanWormer said that he assumed they would look to Mounds View to pick up <br />any additional right of way. They would try to fund physical work with State <br />Funds. <br />Ron Meron, 5250 Greenfield Avenue, presented a letter from John L. Larson to <br />show the increase of the foot traffic of the children going to school, with <br />the 4th, 5th, and 6th grade students walking. <br />Roger Erickson said he had attended a meeting of the School Board, He stated <br />that the majority of those in attendance were not from this area. The Board <br />stated that the police department of the individual cities would decide whether <br />these areas were safe to walk in. Afterward he received a letter that <br />area (Long Lake Road County Rd. I and Hillview) was considered safe for walking. <br />Mayor Neisen decided that there were several things to be considered in the <br />matter of semiphore installation and inquired when the Highway Department would <br />be needing a definite answer from the Council. He would like to get some reaction <br />from all of the concerned residents of the City. <br />Councilman Johnson and Hodges felt it would be a good idea to have another <br />meeting.at a later date. <br />Mr. Erickson asked Mr. VanWormer exactly how much more traffic Long Lake Road <br />would have due to the semiphore. <br />Mr. VanWormer felt there would be no increase in traffic on Long Lake Road caused <br />by the traffic signal itself. <br />Mr. Bacon suggested that the semiphore be installed and see how much traffic <br />is generated then if Eastwood has to be blocked off, do it then. <br />Daryl Madison, 5200 Jeffery, inquired why a stop sign could not be put on <br />the turn off lane on County Rd. H2 and Highway #10 instead of blocking Greenfield. <br />MSP (Neisen- Johnson) to table the meeting and set a hearing date of September 30, <br />1974, at 6:30 P.M., at one of the local schools: 5 Ayes <br />Mayor Neisen called the Regular Meeting back to order. <br />
