Absent: Councilman Shelquist <br />A regular meeting of the Mounds View City Council was called to order <br />by Mayor Johnson at 8 :04 p.m., March 10, 1975, at Pinewood Elementary <br />School, 5500 Quincy Street, Mounds View, Minnesota 55112 <br />Present: Mayor Johnson <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Pickar <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESn A <br />Also Present: Clerk- Administrator Achen <br />Attorney Meyers <br />Engineer Bearden <br />Mayor Johnson announced Councilman Shelquist is attending a public hearing <br />on the proposed metropolitan significance regulations of the Metropolitan <br />Council. <br />MSP Pickar- Hodges) to approve the minutes of the regular meeting of February <br />24, 1975, as presented. 4 Ayes <br />MSP (Baumgartner Pickar) to approve the minutes of the special meeting <br />of March 3, 1975, as presented. 4 Ayes <br />Mr. Dick Nelson, City of Blaine planning administrator, and Mr. James <br />Schrantz, City engineer, presented a proposal to clean Judicial Ditch No. 1. <br />A pre application has been filed with HUD by Blaine for work on this ditch <br />in the communities of Lexington, Mounds View and Blaine. <br />Mr. Schrantz presented an aerial map depicting in yellow the ditch as it <br />travels from Blaine through Lexington and into Mounds View north of Highway 10 <br />and red lines indicating the location of the ditch south of Highway 10 in <br />Mounds View. The red area was not included in the proposal because it was <br />assumed this part of the ditch was in good repair. However, Engineer Bearden <br />felt this area should be investigated and included in the proposal. <br />The Blaine planner and engineer indicated this area could be added with no <br />difficulty. They also stated that this stuffy was based on 100 year storms <br />with the area fully developed. <br />Engineer Bearden and the Council were concerned about the funding of this <br />ditch project and asked if it would be necessary for Mounds View to make a <br />separate application in order to be eligible for funding. Administrator Achen <br />said HUD is interested in joint projects. Lexington and Mounds View could <br />state that they support Blaine's application or a joint application between <br />the communities could be submitted. <br />Mr. Nelson said Blaine would be the sponsor as it is planned now. Rice Creek <br />Watershed District encouraged them to apply for the funding. He said if the <br />grant was provided for all three communities eventually the control of the <br />whole thing probably would be in the hands of the Rice Creek Watershed District. <br />Mr. Nelson added that the maximum proiect cost would be under 5500,000. <br />
