Mayor Johnson commented that Mr. Thelin has been a devoted part -time employee <br />^ti and a real hard worker. <br />March 24, 1975 <br />MSP (Baumgartner Hodges) to recommend approval of increase in Mr. Thelin's <br />salary from $3.00 to $3.50 per hour. 5 Ayes <br />Administrator Achen presented a bill for inspection services from Walijarvi <br />Architects. Mayor Johnson discussed the bill with Council and decided to wait <br />until the building was further along in case some other items arose. At <br />that time a meeting with the architect would be held to follow up on the <br />final phases of construction. <br />Administrator Achen presented a memo from the public works department <br />regarding two additional mobile radios. These radios would be portable <br />to be used wherever necessary, for instance when men are working in the <br />garage or operating the front end loader. <br />MSP (Johnson Baumgartner) to approve the purchase of two mobile radios <br />for $887.95. 5 Ayes <br />Administrator Achen reported that Local 49 has presented its 1976 demards <br />and a decision to continue participation in area wide negotiations is <br />necessary. <br />MSP (Hodges- Baumgartner) to continue to participate in the Metropolitan <br />Area Management Association area wide negotiations on contract language <br />and wages with Local 49 of the Teamsters International. <br />MSP (Baumgartner Shelquist) to set a public hearing for Richard Carlson's <br />subdivision request for April 14th at 8:30 p.m. 5 Ayes <br />Administrator Achen reported that there is a charge for a public phone if <br />it is installed in city hall. Council discussed the advantages versus the <br />cost of having a public phone. Mayor Johnson asked the administrator to <br />give Council an account of the cost of phone service at present, and what <br />the cost of an additional private phone would be. <br />Mayor Johnson stated that the next Council meeting would be held at city <br />hall. <br />Mayor Johnson reported that he received a note from the League of Minnesota <br />Municipalities regarding Representative Howard Neisen's bill amending the <br />open meeting law. <br />MSP (Hodges Shelquist) to adopt Resolution No. 669 urging the Minnesota <br />State Legislature to consider legislation amending the open meeting law as <br />submitte by the League of Minnesota Municipalities. 5 Ayes <br />D'arcy Bc7e11, 2601 Ridge Lane, expressed concern that without open meetings <br />citizens could not be assured that only the items listed by the League of <br />Minnesota Municipalities would he discussed. She felt that the idea of the <br />open meeting law was to prevent things being handled behind closed doors. <br />Mayor Johnson explained that only those items such as employee reprimands, <br />litigation the city might be involved in and topics not concerning the general <br />public would be discussed. <br />
