A special meeting of Mounds View City Council was called to order by <br />Mayor Johnson on September 16, 1975, at 8:07 p.m., at Mounds View City <br />Hall, 2401 Highway 10, Mounds View, Mn. 55112 for the purpose of <br />conducting an assessment hearing on Project 1973 -4. <br />Present: Mayor Johnson <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Shelquist <br />Absent: Councilman Pickar. <br />No response. <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />Also Present: Clerk -Adm. Achen <br />Attorney Meyers <br />Engineer Bearden <br />Mayor Johnson asked Administrator Achen if legal notices had been sent <br />to property owners and published in the New Brighton Bulletin. <br />Administrator Achen attested to the publication and notification of <br />property owners. <br />Mayor Johnson announced that the hearing was to consider the assessment. <br />on Project 1973 -4. <br />Attorney Meyers stated that Council is proceding under Minnesota Statutes <br />MSA 429.061 assessment hearing. The procedure tonight is to receive any <br />objections. Persons retain the right to appeal to District Court by <br />serving notice within 20 days of adoption of the assessment on the Mayor <br />or the Clerk. Appeal must be made to the court within 10 days of notice <br />to the Mayor or Clerk. The question to be resolved tonight is whether <br />properties are benefitted. <br />Mayor Johnson asked if anyone present had not received notice of the hearing. <br />Engineer Bearden reported the cost of the Project is $1,401,325. <br />The hearing tonight is to discuss the assessment and those with questions <br />regarding construction should leave their name &phone number for <br />engineer to contact later. $71,284 of the Project cost is being paid <br />by MSA funds, The remainder is assessed against property owners. Of <br />the storm sewer portion of the Project, approximately 25 percent of the <br />cost will be assessed against the area of properties benefitted. <br />Mr. Rendall, 8372 Red Oak Drive, asked if water service assessments were <br />a one time charge or annual and if connection charge would be made. <br />Engineer Bearden said there is no charge for water connection but <br />the Metropolitan Sewer Board requires hook -up charge for sanitary sewer <br />capacity. <br />
