Page 2 <br />September 16, 1975 <br />Mrs. Lunde, 8444 Red Oak Drive, asked what prior area assessments covered. <br />Administrator Achen replied previously the sanitary sewer area assessments <br />were made; current area assessment is for storm sewer. <br />Mr. Richard Zieska, 8345 Red Oak Drive, complained that the sodding was <br />not finished. <br />General public discussion of cost of right of way acquisition and <br />inequities when one person donated land while another requests payment. <br />Mr. Rod Erickson, 8418, Spring Lake Road, stated city attorney had requested <br />that people donate easements. <br />Mrs. Huhne, 8406 Red Oak Drive, stated sale of surplus taking should be <br />added to bond redemption fund. <br />Duane Severson, 8365 Groveland Road, asked why there is a jog in Red Oak <br />Drive. <br />Attorney Meyers replied because it would have been necessary to acquire <br />another home at a fairly high cost. <br />Tim Lewis, 8331 Red Oak Drive, complained that most people were not bene- <br />fitting from improvements, only those in the low swampy areas, who have <br />drainage water are benefitting. <br />Mr. Dave Grove, 8449 Spring Lake Road, asked whether those with only storm <br />sewer area assessments might be assessed in the future for trunk storm <br />sewer system. <br />Administrator Achen reported Council has set no policy on future storm <br />sewer assessments but those who are now receiving the area assessment <br />are only paying 25 percent of the improvement. Future storm sewer trunk <br />may be partially assessed against these properties. <br />Ernest Danielson, 8445 Eastwood, said '2e has a drainage problem on his <br />street. <br />Kenneth Spry, 8450 Groveland Road, stated he never had water problems <br />prior to this year. <br />Mayor Johnson noted that this spring we had inordinate amount of rain. <br />Jim Rubenstein, 8360 Spring Lake Road, representing Pierre Dumas, <br />objected to the assessment because Pierre Dumas doesn't front on <br />the new street, the assessment is against the law and violates the <br />Constitution; and because Council gerrmandered the road. <br />Mr. Hamilton, 8495 Red Oak Drive, asked what his assessment would <br />be and why he would receive any assessment. <br />Lorraine Bonin, 8380 Spring Lake Road, stated she won't say that she <br />has no benefit at all.
