(3) Budgeted transfer $6,156.76 from Special Police to General. <br />(4) Administrative overhead charge (2%) on improvement projects- <br />$4,595.19 from Project 1973 -4 to General <br />125.12 from Project 1975 -4 to General <br />The first is for the fourth quarter 1975, while the second <br />is for all of 1975. <br />Mr. Achen further stated that when we fund for expenditures for <br />Mounds View Square Shopping Center the Council should have a resolution <br />on it. <br />MSP (Johnson- Hodges) that we approve the tz.insfer of funds as <br />enumerated. <br />5 ayes <br />MSP (Johnson Hodges) that we adopt Resolution #703 stipulating that <br />the costs of the Mounds View Square Shopping Center be financed <br />out of the revolving fund and will be assessed against Mounds View <br />Square Shopping Center at assessment time in 1976, and which will be <br />assessed over a period of one year. 5 ayes <br />Administrator Achen read the Licenses for Approval as of December 22, <br />1975, (attached). He explained that Minnesota Exteriors, Inc. has <br />problems. It was found starting a job without a permit and the <br />inspector has found their work to be unsatisfactory. Staff recommends <br />that the license not be approved or that approval be postponed until <br />the contractor can be called before the Council for an interview to <br />determine whether the license should be issued or not. He further <br />stated that the license application for Bill Ed's Auto is to sell <br />used cars. The police have warned him many times about the junked <br />and unlicensed vehicles on his property. There are vehicles parked <br />on the right of way and he has been notified of this and has not met <br />the deadline. The staff recommends that this renewal also be withheld <br />pending further handling of the matter. <br />Attorney Meyers stated that the Council may require that a public <br />hearing be held. <br />MSP (Johnson Shelquist) that we approve all the licenses as printed, <br />with the amendment that we do not issue the licenses to Bill Ed's <br />Auto and to Minnesota Exteriors, Inc. 5 ayes <br />Administrator Achen asked direction as to what to do if Bill Ed's <br />Auto continues to operate a used car lot after January 1. Attorney <br />Meyers recommended that he be a hearing and perhaps a temporary <br />license until the hearing. <br />MSP (Pickar- Hodges) that a hearing be set for 9:00 pm on January 12 <br />for Bill Ed's Auto and that they be issued a 30 day temporary license. <br />4 ayes <br />Johnson -nay <br />Administrator Achen presented the bills for approval. <br />
