Administrator's Report <br />January 23, 1976 <br />Order of Council Voting: <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Pickar <br />Councilman Shelquist <br />Mayor Johnson <br />1. Agenda January 26, 1976, Council meeting: <br />ITEM 4. Seegar Swanson will arrive at 7:00 p.m. to further <br />discuss this matter with Council. Formal action setting <br />a sale date of February 12 will be necessary. <br />ITEM 5. Possible projects Council may wish to seek funding for are <br />improvement of Silver View Park, storm water drainage <br />improvements, construction of permanent park structures, <br />land acquisition and construction of Well No. 7 and <br />filtration plant. <br />ITEM 6. All four subdivisions are simple lot splits with no drainage <br />problems. Speczka lot could not be split in half because <br />of existing structure. Planning Commission approved proposal. <br />ITEM 7. Memorandum and ordinances attached. <br />ITEM 8. Bill Ed's has never been licensed by the State. Must <br />have permanent structure for State dealer's license. <br />ITEM 9. Staff recommends February 23 hearing date and that billboard <br />(3' x 5') type of sign be posted on site with description <br />of proposal. <br />ITEM 10. Routine reapportionment: Schouweiler subdivision. <br />ITEM 11. Negotiations will probably formally reach an impasse <br />week of January 26. Recommend Council reject binding <br />arbitration by passing proposed resolution. Labor consultant <br />feels that striking will only occur in a few communities <br />and that others will become more receptive to compromise. <br />Presen,:ly, union insists that $100 (about 11 across -thc- <br />board is minimum acceptable; would make Mounds View salary <br />$1,094 /month. MAMA has offered $70. <br />ITEM 12. Federal legislation requires employers to offer health <br />maintenance organization (HMO) option to employees as <br />well as standard group insurance plans. In addition, <br />Connecticut General premium increases February 1 from <br />$67.51 to $82.51 per month. This resolution would allow <br />negotiation with Ramsey County to determine whether <br />participation in their insurance program would be less <br />expensive and more beneficial. <br />
