Administrator's Report <br />February 20, 1976 <br />Order of voting: Councilman Baumgartner <br />Councilman Pickar <br />Councilman Shelquist <br />Councilman Hodges <br />Mayor Johnson <br />1. Council agenda, February 23, 1976 meeting: <br />ITEM 4. The agreement approved by the MAMA negotiating <br />committee and the Local 49 membership calls for a $1,000 <br />annual increase in salary across the board and liberaliza- <br />tion of vacation benefits to provide four weeks after 15 <br />years, rather than 20 years. The new salary rate for <br />maintenance men will be $1,077.33 compared to the $994 <br />current rate. The contract is retroactive to January 1, <br />1976, and extends for only one calendar year. Negotiations <br />for 1977 will begin in a few months. <br />ITEMS 5 6. The hearing should be to specifically consider <br />the rezoning request and generally consider the proposed <br />development. The subdivision is a minor under our existing <br />ordinance, but staff recommends Council require hard -shell <br />platting, because it is such a large parcel. Presumably, <br />a public hearing would not be necessary, or at least Council <br />could determine that this hearing satisfies the requirement. <br />Staff further recommends that attorney be directed to arrange <br />an appraisal, at the property owner's expense, to determine <br />the appropriate park fund dedication. The proposed <br />development also should be controlled by a development <br />contract. A more thorough staff report is attached. <br />ITEM 7. The school requests use of the two rooms in the <br />southwest corner of the basement (long room with two rinnra <br />and room with kitchen facilities). The latter would be <br />used as a secretarial office and the former as two staff <br />counselling offices and a general activity area. They <br />may require occasional use of the large, open area for <br />more vigorous recreation activities. Phone conduit will <br />have to be installed in each room, otherwise no permanent <br />improvements will be necessary. Throw rugs will be used <br />to improve acoustics. The grant runs through this school <br />year and is likely to be extended through next school <br />year (no operation during summer). Staff recommends <br />approval'of this request on a lease of space arrangement <br />including monthly rent of about $250 -300. The City will <br />have to provide more heat (from present 66 to 70-72 <br />janitorial services, more security (they plan to operate <br />evenings /weekends occasionally), copy machine and mimeograph <br />services, and provide their clients directions. <br />ITEM 8. Carlson discovered some unnecessary street <br />easements exist on the property and must have them vacated <br />before platting. Staff recommends Council extend deadline <br />for submission of final plat from March 17, 1976 to March <br />22, 1976. On the latter date, a public hearing on the <br />vacation of the easements should be held (8:30p.m.`. <br />ITEM 11. Administrator's report: <br />(a) Set hearing date, March 8, 8:15 p.m., for special trained <br />dog permit (Donald Borgen, 7635 Wnndlawn, Apt. 202). <br />This is our second such request, both of which have been <br />from apartment dwellers. Staff recommends Council <br />consider repeal of the trained dog provision (91.09 <br />Subdivision 13(4)) because there has not been the <br />demand and concern for such as originally expected. <br />Issuing such a permit to an apartment dweller seems <br />to encourage,or at least tacitly approve, the keeping <br />of dogs in apartments. Our problem with deterioration <br />of apartment units is surely exacerbated by the orc•sence <br />of dogs, especially large ones such as this (German <br />shepherd) and the other applicant (Labrador). <br />
