Administrator's Report <br />-2- February 20, 1976 <br />(b) Spring Lake Park's Bicentennial Commission is applying <br />for $27,000 grant from private sources to fund band <br />shell at Lakeside Park. I signed their application to <br />indicate Mounds View approves, because the application <br />had to be submitted immediately. I should have copies <br />of the application by Monday for Council. A motion <br />affirming my action would be appropriate if Council <br />so desires. <br />(c) Formal Council approval of the sale of the trade -in <br />police squad car should be made by motion. Sold to <br />Lowry Repairs Center, Inc. 2907 Central Ave. N. E., <br />Minneapolis, for $900.00 on January 27, 1976, after <br />no bids were received for the public auction. This <br />price was $100 more than the trade -in bid of Barnett <br />Chrysler. It was a savings of an additional $250 <br />that we would have had to spend to repair the damaged <br />fender before exercising the trade -in option. Thus <br />the net difference was $350 over the Barnett bid, <br />$250 of which we lost because of the accident damage. <br />2. The City of Apple Valley requests Council consider a reso- <br />lution regarding the population figures to be used in the <br />State's local government aid distribution formula. They <br />request support for H.F.2143 which would allow the Department <br />of Revenue to use the most recent Federal census in this <br />formula. The catch is that this would apply only to <br />cities willing to spend money on a Special Census. <br />It would be fair only if all cities had a mid decade <br />census. A better proposal might be to use the Special <br />Census figures and the Metropolitan Council's most recent <br />estimates. Letter from Apple Valley attached. <br />3. Police Chief invites Councilmen to ride along with police <br />patrol cars anytime it is convenient for you. Council <br />should also note the floor tile in the cells, interrogation <br />room and adjacent hallway and the garage plumbing. All <br />of the work was done by officers in their off -duty hours. <br />4. Blaine is resubmitting its application for CDBG funds to <br />perform improvements to the Judicial Ditch #1 drainage <br />system. The matter will be presented to the Rice Creek <br />Watershed District at 8:30 p.m. A <br />public hearing on the matter Swill be held Tuesday, March 9, <br />at Blaine city hall. t r FE ss �S <br />5. Public Service Commission is conducting hearings on North- <br />western Bell Telephone's proposed rate increase. A hearing <br />will be held 7th Floor, American Center Bldg., St. Paul, <br />Monday, February 23, 2 -5 p.m. and 7 -9 p.m. <br />6.
