H. Councilmember Ziebarth <br />pointed out that would hinder traffic wanting to take a right <br />turn at Hwy. 10 rather than 8. <br />Councilmember Ziebarth asked if someone has charted the accidents <br />that occur at this intersection? Engineer Hubbard responded <br />that they have been charted as to type of vehicle and cause of <br />accident; and according to the chart, the majority of accidents <br />are due to the turning movements. The proposal presented <br />tonight will give some definition to where lanes are. <br />Admin. Achen pointed out that in the winter, of course, lane <br />markings will be of no help to the traffic. The curb will <br />help until the snow is too deep. Then perhaps flags or markers <br />of sorts can mark the curb. <br />MSP (Baumgartner Rowley) to adopt Resolution No. 810 "Approving <br />Plans for the Improvement of Trunk Highway 10 within the City <br />of Mounds View." <br />Councilmember Ziebarth asked that Admin. Achen contact Ramsey <br />County for information on plans to improve the right turn off <br />County Rd. H onto Old Highway 8. <br />KEITH HARSTAD REQUEST FOR SINGLE FAMILY HOME BUILDING PERMITS <br />Mr. Harstad wasnot present, so discussion on this item was postponed. <br />ADMINISTRATOR'S REPORT: The Metropolitan Council is going <br />through its review process on the CDBG preapplications. Our <br />application will not be in their top group. They are making <br />their ranking on the basis of Policy 31, which is the housing <br />effort policy. Staff just sent in information and documentation <br />providing the Council information to raise our Policy 31 ranking. <br />If that is done before the second rating, we will be top in the <br />second group. Now there is $2 million available; there may be <br />$3 million. Admin. Achen reminded Council that the Metropolitan <br />Council does not grant points, it merely approves or disapproves <br />of the preapplication. It is HUD that makes the final determination. <br />Admin. Achen stated that applicants for the recording secretary <br />position were generally unsatisfactory and unable to meet the <br />City needs. He indicated he had discussed the position with <br />the past recorder and had made a survey of various surrounding <br />communities, the result being that he would like to ask Council <br />to authorize an increase in pay for the position from $30 to <br />$40 per meeting. Most of the cities that use other than staff <br />to record the minutes provide an IBM Selectric typewriter, which <br />we do not. Admin. Achen stated he preferred the position to <br />remain contract for services rather than offering an hourly <br />salctzy because the position is unsupervised. <br />5 ayes <br />
