February 28, 1977 Page 4 <br />MSP (Pickar- Hodges) to increase the Council stenographer's <br />salary from $30 to $40 per meeting. <br />Admin. Achen presented a proposed ordinance covering postponed <br />construction of improvements. He stated it may be a possible <br />solution to the Keith Harstad request and future requests to <br />develop land where improvements are needed but cannot be <br />immediately constructed. The ordinance proposes that an <br />agreement be executed by the city and the developer which <br />would indicate the developer agrees to the improvements, <br />agrees to accept assessment for cost of such improvements <br />and waives rights to hearing at such time in the future as <br />the improvements are constructed. The agreement would be <br />filed with the Register of Deeds, thereby informing all future <br />purchasers of the agreement. <br />The proposed ordinance was referred to Attorney Meyers for <br />review and Council consideration at the March 14th meeting. <br />Admin. Achen read a letter received by the Chief of Police <br />from the Assistant County Attorney's Office. The letter indicated <br />the Asst.'County Attorney is going on a one year's leave of <br />absence and spoke very highly of the cooperation and assistance <br />received from the Mounds View Police Department. <br />Engineer Hubbard reported that the four -way stop at Silver Lake <br />Road and County Rd. H -2 had been installed. <br />Councilmember Baumgartner reported that the Planning Commission <br />will be meeting March 9th at 7:30 PM. The Planning Commission <br />will hold a public hearing regarding the proposed interchange <br />at Red Oak Drive and the new Trunk Highway 10 at 8:00 PM March 23rd. <br />Admin. Achen indicated press releases will be going out to newspapers <br />on the subject and an article will be in the upcoming newsletter. <br />Representatives from the Dept. of Transportation will attend <br />to discuss citizen concerns about the interchange and possible <br />alternatives. Representatives from the City of Blaine will also <br />be invited. <br />Councilmember Rowley attended a Planning Zoning Institute last <br />week with Paul Fedor and Gerald Foss of the Planning Commission. <br />She stated it was informative and it reiterated many of the things <br />Attorney Meyers has stated concerning zoning. <br />Councilmember Ziebarth thanked Admin. Achen for his help in <br />winding up the grant monies for the city sign. He also commented <br />on the impressive performance of the girls' gymnasts at a <br />recent Parks Recreation Commission meeting. The Parks <br />Recreation Commission will be presenting an updated five -year <br />plan in the next month or so. Councilmember Ziebarth mentioned <br />that he would be meeting with Bill Lester of the Metropolitan <br />Council next Tuesday. <br />5 ayes <br />
