PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to <br />order by Mayor Pickar at 7:30 PM on April 25, 1977, at the Mounds <br />View City Hall, 2401 Highway 10, Mounds View, MN 55112. <br />Members present: <br />Mayor Pickar <br />Councilmember Ziebarth <br />Councilmember Hodges <br />Councilmember Baumgartner <br />Councilmember Rowley <br />Also present: <br />Clerk Administrator Achen <br />Attorney Meyers <br />Engineer Hubbard <br />MSP (Baumgartner- Ziebarth) to approve the minutes of the April 11, <br />1977, regular meeting. 4 ayes <br />1 abstention <br />CITIZEN COMMENTS AND REQUESTS <br />Philip Johnson, 7474 Groveland Road, requested that the City <br />put up two street lights, one at the intersection of Silver Lake <br />Road and Bronson Drive and one at the intersection of Bronson Drive <br />and Groveland Road, since those areas are not presently lit by <br />street lights. Mr. Johnson presented a petition from area residents. <br />Eng. Hubbard stated that NSP is compiling a study of all street lights <br />in the City and he suggested that any action be postponed until the <br />study was completed. Mr. Johnson asked if the two intersections he <br />had mentioned would receive any extra consideration. Mayor Pickar <br />replied that they might, but he would have to wait until the NSP <br />study was released before taking any action. <br />Margaret Mountin, 8287 Red Oak Drive, stated that she had recently <br />attended a public participation meeting on state transportation plan- <br />ning and that the City of Mounds View had not participated and ques- <br />tioned the Council on its absence. She brought along pamphlets which <br />were distributed at the meeting and Mayor Pickar stated he did not <br />recall receiving any booklets in the mail on the meeting. A May 9 <br />deadline has been established for cataloging all the input and ideas <br />for transportation planning. Admin. Achen stated that MNDOT was <br />duplicating to some extent what the Metro Council has been working <br />on, and the City is active with the Metro Council. <br />Councilmember Hodges recognized Ronald Olson, President of the <br />Mounds View Lions Club, present at the City Council meeting and <br />requested that the Counc consider the request by the Lions Club <br />for permission to conduct a used car flea market and advertise such <br />on a single sign, as they did last year. Last year the Council <br />limited the market to Saturdays from the hours of 10:00 AM to 5:00 PM. <br />It was stipulated that all cars were to be removed from the Launch- <br />ing Pad parking lot no later than 6:00 PM each day of the sale and <br />the display of six small BURMA SHAVE TYPE signs were authorized for <br />the day of the sale only. <br />
