April 25, 1977 Page 2 <br />Mr. Olson stated that the flea markets were to be held on Sundays <br />this year, rather than Saturdays, as business seemed to be better <br />on Sundays. <br />MSP (Pickar Baumgartner) to issue a permit to the Mounds View Lions <br />Club to run a used car flea market from 10:00 AM to 5:00 PM on Sundays, <br />and that they be permitted to put one large sign up, as they did last <br />year. 5 ayes <br />Adrian Berube, 7923 Greenfield, asked the Council when the water main <br />will be put in at Greenfield Park. When it is windy outside, the <br />sand and dirt from the playground blows against his house and is <br />very corrosive. <br />Admin. Achen stated that the Park was seeded last year. However, it <br />ha; been very windy so possibly part of the seed had been blown <br />off. Mr. Berube stated that in addition to the wind blowing away <br />the grass seed, there were frequently motorcyclists riding across <br />the playground, which was tearing up any grass that had started <br />growing. <br />Mayor Pickar recommended that Mr. Berube call the police next time <br />he saw cyclists on the playground as it was illegal for them to be <br />there. Mr. Berube indicated that he knew who some of the cyclists <br />were but was reluctant to call the police on them. Councilmember <br />Baumgartner stated that without citizens calling and reporting incidents <br />as they were happening and providing names, the police did not have <br />anything to go on. They cannot patrol the area constantly. <br />Admin. Achen stated that there was no money budgeted for additional <br />seeding of the playground since the budget had been prepared last <br />fall. The Parks and Recreation Commission has requested a mid -year <br />budget increase to spend on the parks. <br />Mayor Pickar stated he would have the Park Director report back at <br />the next Council meeting on anything that could be done to help with <br />the problem of the blowing sand and dirt. <br />APPROVAL OF CONSENT AGENDA <br />MSP (Baumgartner Pickar) to approve the consent agenda as follows, <br />with the exclusion of Item C: 5 ayes <br />ITEM A. Set public hearing on Sunnyside Builders request to <br />rezone 5299 Edgewood Drive from R -1 Single Family to R -2 <br />Two Family Residential for 7 :40 PM Monday, May 23, 1977. <br />ITEM B. Approve, as recommended by Planning Commission (4/13/77 <br />minutes), minor subdivision request of George Payne /Gerald Foss <br />to create two lots from existing property located at 8422 Long <br />Lake Road. The west lot shall Le 253.19 feet on the west, 113.35 <br />feet on the north, 176.83 feet on the west, 202.85 feet on the <br />north, 37.23 feet on the east, and 149.02 feet on the south. A <br />15 foot utility and drainage easement shall be provided on the <br />south lines of each lot. A drainage plan, meeting the requirements <br />of the Public Works Director, shall be submitted before development <br />is commenced. <br />
