Members <br />present: Mayor Pickar <br />Councilmember <br />Councilmember <br />Councilmember <br />Councilmember <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A special meeting of the Mounds View City Council was called to <br />order by Mayor Pickar at 7:00 PM on Wednesday, June 22 1977, <br />at the Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112. <br />Councilmember Hodges arrived at 7 :15 PM. <br />Also <br />present: Clerk Admin. Achen <br />Hodges Engineer Hubbard <br />Baumgartner <br />Rowley <br />Ziebarth <br />Administrator Achen explained this meeting tits called to provide <br />additional time before Council action on the T.H.10 overlay <br />project for Mn /DOT to prepare information regarding the possibility <br />of a median opening and signal between County Roads H and H -2 on <br />old T.H.10. He stated that City staff met with District 9 DOT <br />staff and reviewed the City's position on this matter. The City <br />desires to obtain one median opening to provide access for <br />commercial and industrial growth in this area on both sides of <br />T.H.10. <br />District 9 Engineer Charles Burrill stated Mn /DOT will be before <br />the City Council three times this summer for project approval: <br />(1) this project for skid resistance improvement and bituminous <br />overlay of T.H.10, (2) a project to realign the semaphore mast <br />arm at County Road H -2, County Road I and Silver Lake Road on <br />T.H.10, and (3) a noise barrier project along the east side of <br />I -35W in Mounds View. <br />He stated that Mn /DOT generally opposes median crossovers, but <br />that he understands the City's desire to allow development in <br />this area. He also understands the City's attempt to get agree- <br />ment of the several property owners to a single median opening. <br />Administrator Achen stated Mn /DOT's general reluctance to <br />additional crossovers makes sense while T.H.10 is a high speed, <br />major arterial. However, in just six years, new T.H.10 is planned <br />to replace that roadway. Then old T.H.10 will become a minor <br />arterial and the reluctance to approve the additional median <br />openings will make less sense. <br />Mr. Burrill suggested Council could formally approve this project, <br />and at the same time take formal action to request Mn /DOT's <br />cooperation in securing a new median opening on T.H.10 between <br />County RoadsH and H -2. <br />
