Mr. Sjodin replied that it could be done but would not be <br />practical. <br />Councilmember Rowley read the statute which prohibits construction of a building <br />which would obstruct a future road going through. Attorney Meyers added that <br />a street plan would have to be adopted. <br />Councilmember Baumgartner reported that on April 26, 1978 the Planning Commission <br />recommended that the Council approve the minor subdivision request with the <br />stipulation that a covenant with the deed be filed which would restrict development <br />until the Knollwood extension was resolved, or a specific period of time, which <br />would prohibit development of Lot B. <br />Mr. Sjodin stated that he would agree to initiate action on the street improvements <br />if he received approval of his request for the minor subdivision. <br />Councilmember Baumgartner replied that he did not feel a hardship had been shown <br />and that he felt the cart was being put before the horse without knowing where the <br />road was going to be. <br />Councilmember Rowley reported that tea Planning Commission would be addressing the <br />issue of 85' lots versus 75' lots at the June 14 meeting and that she would like to <br />know that status of that. <br />Councilmember Ziebarth stated that the Council was getting criticized for not getting <br />enough input and stated that he would like to know what the other residents not <br />present would like. He added that he would like to know the specific variances <br />Mr. Sjodin was speaking about that had been reportedly granted earlier. Councilmember <br />Ziebarth also stated that he had not seen the proof he would like for a hardship <br />and that he would also like to know safety statistics on the location of the road, <br />since he personally felt a jog in the road would be detrimental as it could promote <br />lawn running and so forth. <br />Mayor Pickar stated that the hearing had been continued previously with the specific <br />request that a survey be done, yet Mr. Sjodin was saying he would not do such a survey <br />until the subdivision was approved. Mr. Sjodin replied that the location of the road <br />did not resolve the question of the variance for two 772' lots and that he did not <br />want to go to all the trouble of a survey if the request was not going to be approved <br />after all. <br />MSP (Rowley Baumgartner) to table the issue. 4 ayes <br />Councilmember Rowley clarified that the issue would be tabled until either a <br />petition was presented or a recommendation received from Staff on an ordinance <br />revision. <br />SMITH TRANSFER DEVELOPMENT AGREEMENT <br />Administrator Achen reported that Smith Transfer has requested a building permit <br />to extend their loading dock. <br />Farrell Johnson, representative for Smith Transfer, stated that they would like to <br />put on an 80' addition to the dock section of the terminal. He added that the area <br />is presently an asphalt surface. <br />
