Councilmember <br />Ziebarth agreed to withdraw his second of that motion. <br />MSP Pickar- Ziebarth) to ask Ramsey County Soil and Water Conservation District to <br />evaluate the property and get an answer back to the City and continue the hearing <br />until July 24 at 7:40 PM, and specifically ask Ramsey County about the property <br />involved. 4 ayes <br />Mayor Pickar recessed the hearing and opened the next public hearing. <br />DAILEY KNOLL'S PRELIMINARY PLAT AND REZONING <br />Administrator Achen recommended that the hearing be continued until July 24 also <br />since it was directly related to the previous public hearing on Project 1978 -6. <br />Mr. Thornson, the developer, agreed to the continuation. <br />Mayor Pickar stated that the Dailey Knoll's public hearing would be rescheduled <br />for July 24, 1978 at a:ltO PM. <br />Mayor Pickar closed the public hearing and reopened the regular meeting. <br />KEN SJODIN MINOR SUBDIVISION REQUEST SINGLE FAMILY RESIDENTIAL DEVELOPMENT <br />Attorney Meyers reported that he had been requested to review the variance request <br />of Ken Sjodin. Attorney Meyers read his memo to the Council, summarizing his <br />research on the issue of granting variances. Attorney Meyers explained that the <br />problem with the property in question is that the lot is 155' wide, which is a <br />buildable lot, although it would not be economically feasible to put just one <br />house on a lot that size, while if the lot were split into two 771/2' lots, they <br />would be substandard and would require a variance. <br />Mr. Sjodin pointed out that there have been several instances where the City has <br />granted variances in the past. Attorney Meyers replied that each time a variance <br />has been considered, he has reminded the Council that a hardship must be proven. <br />Councilmember Baumgartner pointed out that several years ago the City converted <br />from 75' lots to 85' lots, and that many which have since been granted could have <br />been subdivided before the City changed the lot size requirement. <br />Mayor Pickar stated that at the last meeting he had requested Mr. Sjodin to check <br />with the rest of the neighborhood for their feelings about extending Knollwood. <br />Mr. Sjodin replied that he had not checked as he had stated that he would do so <br />only after the subdivision was approved. <br />Councilmember Baumgartner stated he felt it was very important to know where the <br />road was going to go before the lot was split. Mr. Sjodin replied that he did not <br />feel the road had anything to do with granting the variance. <br />Administrator Achen expressed concern with the road alignment and stated that the <br />Police Department does not want off -set intersections. Mr. Sjodin replied that <br />there would not be any problem with an off -set intersection. He also added that <br />he could build directly in the middle of the 155' lot and thus block the way for <br />the road to go through at all. <br />
