November 13, 1978 <br />DAILEY KNOLLS PRELIMINARY PLAT AND REZONING <br />Administrator Achen reported that the original application was filed on October 12, <br />1977. He explained that the proposed plat and rezoning is for the property fronting <br />on Silver Lake Road north of Bronson Drive. The Council originally considered the <br />request and indicated they had no major problems with the concept but there were <br />problems with sewer and water. A feasibility study was prepared for the extension <br />of sewer and water services and the Council decided not to proceed with that due to <br />the high assessment cost. The Council then indicated to the property owners that <br />if they were still interested, they should submit their proposals to the Council. <br />Administrator Achen stated that the developer, Mr. Thorson, has now come back to the <br />City with a proposal for putting in the improvements himself, and would have to meet <br />the specs set by the City. He is propo :ing to provide the services and easements <br />necessary for installation and maintenance, and would include an 8" water main and <br />hydrant on Silver Lake Road. Administrator Achen stated that the Council would be <br />addressing itself to approval of the plat and rezoning. He added that tho final <br />plat would include the development agreement. <br />Councilmember Rowley asked if the fire hydrant on Silver Lake Road would meet the <br />required standards for fire protection. Administrator Achen replied that the Fire <br />Department has reviewed it and approved it, and that the developer is providing a <br />hydrant mid block. <br />Page 4 <br />Councilmember Rowley asked if the developer would be paying all the costs of the <br />improvements. Administrator Achen replied that he would since it was not going to <br />be a public improvement nroject. <br />Bill Doty, 3049 Bronson askeL if the report on the soil and building showed it to be <br />suitable. Administrator Achen replied that the Council received the report and <br />reviewed it last June or July, from Twin city Testing, who had evaluated the soil. <br />He stated that peat had been discovered as deep as 40' and that the cost to develop <br />the land was found to be extremely high. That was when the other property owners <br />decided they did not want to proceed with the development any further at that time. <br />Mr. Doty asked if all the lots had had soil tests. Administrator Achen replied that <br />they had not but they would be required at the time the building permit is taken out. <br />Margaret Kramer, 7663 Groveland stated she owned property at the other end of the road <br />and still wanted to develop it and asked if there would be any problem with develcpment <br />going in at both ends of the road and tying the system together. Administrator Achen <br />replied that the Dailey Knolls development would reduce the likelihood of services being <br />installed on the frontage road. He added that Mrs. Kramer could have a professional <br />engineer submit plans for her proposed project. <br />Councilmember Baumgartner stated that the request for the preliminary plat and rezoning <br />for Dailey Knolls had originally come before the Planning Commission on November 11, <br />1977 and that the developer at that time proposed putting in three duplex lots, with <br />88' frontages, and that the Planning Commission had denied it at the time because of <br />the substandard frontages. He added that since then services have been put in on <br />Silver Lake Road and the developer nas come back and said he was going to purchase 32' <br />from the neighboring property. Councilmember Baumgartner pointed out that the plat <br />in front of the Council still showed substandard lots and recommended that it go back <br />before the Planning Commission as they did not approve the original request and the <br />request has since been changed. He added that the Planning Commission would have to <br />grant a variance for the substandard frontages. <br />
