November 13, 1978 Page 6 <br />Councilmember Rowley stated that as long as the project was not going to be done this <br />Fall, the water table should be checked in the Spring before final approval is given. <br />She added that the Homeowners Association should go ahead and get approval from all <br />the agencies involved and then come back in the Spring for final approval from the City. <br />Councilmember Ziebarth asked if permission had been received from all the affected <br />property owners. Mr. Foster replied that he was still working on that. <br />Councilmember Ziebarth recommended that Staff's recommendations be added to the agreement, <br />such a feasibility report with the amount of time, the volume of material and permission <br />from the affected property owners. <br />Councilmember Rowley asked if Staff saw any problem with the work waiting until Spring. <br />Park Director Anderson replied that only problem he could see was if the project was <br />delayed until April or May, which would delay the planned work on Silver View Park. <br />He added though, that the Homeowners Association wanted the work done as quickly as <br />possible also. <br />Councilmember Baumgartner asked if ore of the federal agencies would actually be going <br />out and examining the sludge for pollutants and so forth. He added that he was <br />concerned there might be a high concentration of pollutants in the lake from chemicals <br />that had washed down off the lawns. <br />Mr. Foster replied that there is a constant flow of water out of the lake. Administrator <br />Achen added that the City can request the agencies do that when they consider the request. <br />Councilmember Ziebarth stated that as long as it had been agreed to wait until Spring <br />to do the work, he would like to discuss the project further in an agenda session to <br />work out the details. <br />MSP Pickar- Ziebarth) to postpone action on the request until the second meeting in <br />November. 5 ayes <br />FILL PERMIT 2296 -2288 PINEWOOD DRIVE <br />Mayor Pickar reported that the two properties involved, 2296 and 2288 Pinewood Drive, <br />have extremely low back yards and that the owners have requested approval to fill <br />their rear lots to prevent water f om going in their walkout basements when the storm <br />sewer backs up. <br />Larry Aamot, 2296 Pinewood Drive, stated he and his neighbor had had an engineer come <br />out and study the problem, and that he had determined they had a surface water problem. <br />He stated they would like to fill their back yards to prevent the water from coning in <br />their homes when the storm sewer backs up. He added that they both have walkouts, which <br />would be bricked up, and that based upon Staff's recommendation, they would be going <br />with a 2% slope. <br />Councilmember Baumgartner stated that the request had been discussed and approved by <br />the Planning Commission. He added that the rear yards will still be holding areas. <br />MSP (Hodges Ziebarth) to accept the Planning Commission's recommendation to approve <br />the fill plan as presented, maintaining a slope from the homes to the culvert, <br />and to waive the $50 Conditional Use Permit fee. 5 ayes <br />
