February 12, 1979 Page 10 <br />Councilmember Rowley stated that she agreed that they should interview <br />the rest of the people before making any decisions on those vacancies. <br />She added that she felt since Acting Administrator Anderson was so busy <br />and had assumed so many new responsibilities with his two positions that <br />it might be a better idea to appoint Ernie Grabowski as chair of the <br />Safety Committee for this year. <br />Councilmember Ziebarth recommended interviewing the rest of the applicants <br />at the next agenda meeting. Councilmember Hodges agreed that he would <br />like to interview the rest of the applicants and suggested putting some <br />people on a reserve list in case openings occur during the year. <br />MSP (McCarty Ziebarth) to approve the Human Rights Commission, Police <br />Civil Service Commission and Festivities Commission as presented. 5 ayes <br />MSP (McCarty Rowley) to approve the Safety Committee as presented, with <br />Ernie Grabowski as chair. 5 ayes <br />Mayor McCarty stated that all applicants will be interviewed beginning <br />at 6:15 PM on February 20. Councilmember Rowley added that any present <br />Commission members who are up for reappointment may speak to the Council <br />if they would like. <br />LAND USE AND DEVELOPMENT COMMITTEE GUIDELINES <br />Mayor McCarty read a prepared statement regarding his view of proposed <br />land use and development in Mounds View and asked the Council if they <br />agreed with his statement. There was no indication of dissention. <br />Mayor McCarty stated he would like to begin working with the committee <br />on development, and work within the general scope of the guidelines as <br />presented. <br />Councilmember Rowley asked that the complete statement be read. Acting <br />Administrator Anderson read the Mayor's statement. <br />Councilmember Ziebarth noted that the committee will have to work under <br />the open meeting laws and that specific tasks should be stated so that <br />people know what the committee is doing. He added that he wants to make <br />sure that everything is above the table. He added that they could <br />possibly have a floating membership, and if it is to be a committee, <br />they should state a date on when it will cease. He also recommended that <br />the committee have Council approval to use Staff tune, as well as the <br />attorney's. <br />Mayor McCarty replied that the committee will consist solely of the Mayor <br />and one Council member. He added that he did not anticipate tying up <br />Staff's time to any degree. <br />Mr. Pickar asked what the legal ramifications would be of the committee, <br />and asked if the City would be protected from lawsuits. Attorney Meyers <br />replied that in reviewing the guidelines, it appears they are the same <br />as those for all the Council members. <br />Jerry Linke, 2319 Knoll Drive stated that he was also concerned with the <br />legal ramifications and asked if the City could accept the word of a <br />geologist or whoever on the committee.
