MOUNDS VIEW CITY COUNCIL Regular Meeting <br />Page 2 July 9, 1979 <br />The City owns 16.9 acres on Silver Lake Rd. <br />and County Road H2. A LAWCON grant of <br />$136,800 has been received to purchase as <br />much as possible of an additional 30 -35 <br />acres. Kraus Anderson may be willing to <br />"swap" their land to the northwest on <br />Silver Lake Rd. and County Rd. I. The <br />northwest area is better suited for a high <br />use activity area since the southwest corner <br />is more rolling and wooded. <br />Ziebarth made the motion, seconded by Hodges <br />to adopt Resolution #996. <br />4 ayes <br />0 nays <br />The Planning Commission requests Council <br />members attend a meeting August 8, 7:00 p.m., <br />Council Chambers, with Planning Commission, <br />Staff and Midwest Planning, to start review <br />for preliminary Comprehensive Plan. City <br />will seek the help of Mounds View citizens <br />via newspaper notification_ <br />Mr. Meyers reported that a waiver of appeal <br />had been received from Mr. Biem contingent <br />.,.upon the City dropping the $2,000.00 contin- <br />gency portion of the assessment. If the City <br />adheres to the terms, owner will waive all <br />rights to appeal relative to assessment pro- <br />ceedings, and principle amount not to exceed <br />$58,051.60, and the assessment spread over <br />10 years. <br />McCarty made the motion, seconded by Hodges <br />to adopt the amended assessment role relative <br />to i nprov e ier t Pr j rt l978 in the amount <br />of $58,051.60 spread over a ten -year period <br />at 8% per annum interest. <br />4 ayes <br />0 nays <br />Re: the short term method of paying outstanding <br />bills and a long term payment to coincide with <br />the assessment adopted above. Two funds are <br />considered -Storm Drainage Management Fund, <br />and Improvement Revolving Fund.
