Silver Lake Road Silver Lake Road on December 28, 1979. Sewer Break Bids have been received from Orfei Sons and C. W. Houle. Orfei Sons appears to be the lower bidders and it is recommended the contract be awarded to them beginning January 4, 1980. It is requested that a County Engineer /Inspector be on site in the event any changes are necessary at the time, as there may be liability on the part of the County. The bid is considered for unit price, not lump sum at the bottom. In addition to Orfei's bid will be the cost of bituminous application which was not included in their bid. Nelson has reviewed the financing with a bond consultant. Rowley moved, based on information supplied, (see attached memos from City Engineer, Public Works Dept. and City Administrator) that an emergency situation existed relative to a sewer main break located between Wood crest and Wooddale on Silver Lake Road. The action of the Staff in soliciting bid proposals for the correction of this emergency situation is hereby ratified by the Council. It was seconded by Forslund. The motion carried. Ziebarth moved to award a contract to correct the emergency situation described in the abovementioned motion and to authorize the entrance into a contract by the Mayor and City Administrator with the apparent low bidder, Orfei Sons, per unit price, $27,007.78.
