MOUNDS VIEW CITY COUNCIL Regular Meeting <br />Page 7 March 10,1980 <br />Nelson had submitted the minutes to the 16. NORTH STAR PROPERTIES <br />City Council,which had taken place on MEETING MINUTES <br />the 6th of March at 10:00 A.M. There <br />was some general discussion on this <br />matter but the Staff noted a report <br />would be made to the City Council <br />around the 17th. <br />Nelson noted that the City Staff had <br />followed the procedures outlined for <br />soliciting Bids for Street Sweeping. <br />That the City Council had set a date on <br />a Friday, the 7th of March at 9:00 A.M. <br />for the Bid Opening time. The City had <br />received one (1) bid in the mail prior <br />to the 7th and two (2) bids were received <br />after the 9:00 o'clock opening on the 7th. <br />The bid that was submitted did not <br />contain a Bid Bond, consequently the Bid <br />could not be accepted. Since the other two <br />bids were not opened,because Nelson did <br />not have the authority to waive the ir- <br />regularities,he requested the Council <br />do so. McCarty moved to open the two (2) <br />bids received after the 9:OC o'clock <br />deadline to see if the Bids had met the <br />requirements. Ziebarth seconded the <br />motion. <br />5 ayes <br />The motion carried. 0 nays <br />Allied Blacktop Company had submitted <br />a Bid with an accompanied Bid Bond of <br />$3,985.00 and Clean Sweep submitted a <br />Bid of $3,975.00 with an accompanied Bid <br />Bond, Council then asked the City Attorney_ <br />what constituted the responsible low <br />bidder. The City Attorney explained to <br />the City Council that the difficulties <br />that they experience with Clean Sweep <br />during the 1979 season and the additional <br />costs that were incurred as a result of <br />the increase supervision by the City could <br />cause the City to consider the Allied <br />Bidder as the most responsible. Ziebarth <br />moved to award the Street Sweeping Bid to <br />Allied Blacktop Company because Clean <br />Sweep had demonstrated inability to meet <br />the deadlines in the 1979 season and the <br />City had to increase it's supervision <br />over Clean Sweep to complete the work. <br />17. STREET SWEEPING BIDS <br />
