MOUNDS VIEW CITY COUNCIL Regular Meeting Page 7 March 10,1980 Nelson had submitted the minutes to the 16. NORTH STAR PROPERTIES City Council,which had taken place on MEETING MINUTES the 6th of March at 10:00 A.M. There was some general discussion on this matter but the Staff noted a report would be made to the City Council around the 17th. Nelson noted that the City Staff had followed the procedures outlined for soliciting Bids for Street Sweeping. That the City Council had set a date on a Friday, the 7th of March at 9:00 A.M. for the Bid Opening time. The City had received one (1) bid in the mail prior to the 7th and two (2) bids were received after the 9:00 o'clock opening on the 7th. The bid that was submitted did not contain a Bid Bond, consequently the Bid could not be accepted. Since the other two bids were not opened,because Nelson did not have the authority to waive the ir- regularities,he requested the Council do so. McCarty moved to open the two (2) bids received after the 9:OC o'clock deadline to see if the Bids had met the requirements. Ziebarth seconded the motion. 5 ayes The motion carried. 0 nays Allied Blacktop Company had submitted a Bid with an accompanied Bid Bond of $3,985.00 and Clean Sweep submitted a Bid of $3,975.00 with an accompanied Bid Bond, Council then asked the City Attorney_ what constituted the responsible low bidder. The City Attorney explained to the City Council that the difficulties that they experience with Clean Sweep during the 1979 season and the additional costs that were incurred as a result of the increase supervision by the City could cause the City to consider the Allied Bidder as the most responsible. Ziebarth moved to award the Street Sweeping Bid to Allied Blacktop Company because Clean Sweep had demonstrated inability to meet the deadlines in the 1979 season and the City had to increase it's supervision over Clean Sweep to complete the work. 17.
