MOUNDS VIEW CITY COUNCIL Regular Meeting <br />March 24, 1980 <br />Anderson, Parks and Recreation Director, <br />emphasized that the Park Commission was <br />extremely desirous of ensuring at the <br />recreational value of the lake be <br />achieved. Rose emphasized that the <br />purpose of the meeting at this point <br />was to grant conceptual approval of the <br />proposal in order for the developer to <br />commence with the application process and <br />to facilitate the City's land exchange <br />with the developer in order to satisfy <br />grant conditions for Silver View Park. <br />Dale Cremers of M E Realty, made a <br />presentation to the City Council <br />emphasizing that the drainage basin <br />would be meeting the needs of a 266 acre <br />drainage district. He further empha- <br />sized that although the property <br />presently is zoned industrial. The <br />desires of the developer were tc develop a <br />PUD, which would be a mixture of commer- <br />cial mid density and low- density housing. <br />They also recognized value of the lake <br />for their development. Cremers went on <br />to say that they were requesting that <br />the public improvement would be put in <br />by the City and assess back to the <br />effected properties within their devel- <br />opment. <br />The major point discussed during the <br />course of this meeting was the outline <br />of the lake and what depth needed to <br />be achieved to satisfy what purpose. <br />The main emphasis expressed during <br />the course of the meeting was on the <br />boundary of the lake and its potential <br />depth. The Council tended to lean <br />toward greater depths for the obvious <br />recreational value of that lake, however, <br />the Council also wanted to ensure that <br />there would be satisfactory depth to <br />meet the City's policy outlined in <br />Resolution 983. <br />Cremers attorney requested that the <br />City Council express their interest in <br />whether or not they would approve <br />conceptually the proposal for Oak Lake <br />Park Development. <br />Page 9 <br />
