That the Council only would be expressing their conceptual view of the proposal. Mayor McCarty moved to grant conceptual approval to Oak Lake Park /Silver View Park Proposal as presented to the City Council on 3- 24 -80. It was seconded by Hodges. The motion carried. 4 ayes 0 nays Nelson informed the City Council that 20. CIVIL DEFENSE SIREN the Chief of Police /Civil Defense Director notified him that a siren located on County Road I had been put in the shop for repair. It was dis- covered that the siren was no longer capable of functioning that the City needs to replace that piece of equip- ment. He said that inadequate funds were available in the Civil Defense acc and the only two places he felt the funds could come from were the general fund contingency or modification of the City's revenue sharing program. The cost of the new siren was $6200. Mayor McCarty moved the approval of acquiring the new siren for $6200 and that the contingency account would be used. Forslund seconded the motion. 4 ayes The motion carried. 0 nays Rose provided the City Council with background information regarding the North Star Property. He stated that the City had received the draft maint- enance agreement from the City of Blaine and the City Staff needed to prepare the modification to the limited use permit. He asked City Council for direction as to how they wanted to proceed. McCarty moved to grant author- ity to the St.aff to develop modified language for the Limited Use Permit and analyze and work on Joint Powers Mainten- ance Agreement with the City of Blaine.
