That the Council <br />only would be expressing their <br />conceptual view of the proposal. Mayor <br />McCarty moved to grant conceptual <br />approval to Oak Lake Park /Silver View <br />Park Proposal as presented to the City <br />Council on 3- 24 -80. It was seconded <br />by Hodges. <br />The motion carried. <br />4 ayes <br />0 nays <br />Nelson informed the City Council that 20. CIVIL DEFENSE SIREN <br />the Chief of Police /Civil Defense <br />Director notified him that a siren <br />located on County Road I had been put <br />in the shop for repair. It was dis- <br />covered that the siren was no longer <br />capable of functioning that the City <br />needs to replace that piece of equip- <br />ment. He said that inadequate funds were <br />available in the Civil Defense acc <br />and the only two places he felt the <br />funds could come from were the general <br />fund contingency or modification of the <br />City's revenue sharing program. The <br />cost of the new siren was $6200. Mayor <br />McCarty moved the approval of acquiring <br />the new siren for $6200 and that the <br />contingency account would be used. <br />Forslund seconded the motion. <br />4 ayes <br />The motion carried. 0 nays <br />Rose provided the City Council with <br />background information regarding the <br />North Star Property. He stated that <br />the City had received the draft maint- <br />enance agreement from the City of <br />Blaine and the City Staff needed to <br />prepare the modification to the limited <br />use permit. He asked City Council for <br />direction as to how they wanted to <br />proceed. McCarty moved to grant author- <br />ity to the St.aff to develop modified <br />language for the Limited Use Permit and <br />analyze and work on Joint Powers Mainten- <br />ance Agreement with the City of Blaine. <br />Forslund seconded the motion. <br />4 ayes <br />The motion carried. 0 nays <br />21.
