MOUNDS VIEW CITY COUNCIL <br />Page 2 <br />Mr. Loeding raised the issue of Council <br />representation to TRA. The Mayor noted <br />that the residents involved in the process <br />at that time were not certain they wanted <br />to be officially involved because they were <br />not sure what their level of input would be. <br />As it turned out, people did go voluntarily. <br />The Council, however, did not formally or <br />informally send any representatives. <br />Mr.Loeding raised another issue regarding <br />the availability of the minutes for the <br />public to peruse. After much discussion, <br />the Mayor stated the council minutes would <br />be available to the public the Friday before <br />the regular Council meeting. This would allow <br />the weekend for perusal and study. The entire <br />Council supported the Mayor's statement. <br />Councilmember Rowley made a motion to defer <br />the reports of agenda item #5 until later <br />in the meeting and to go on to agenda item #6. <br />Tom Zumbwald, architect for the project, <br />reviewed the building and site layout with <br />the Council. Councilmember Ziebarth questioned <br />him regarding the provisions for handicapped <br />entrance to the building. Zumbwald responded <br />that parking areas, access to the building (1st <br />floor), and the bathroom facilities were all <br />in compliance. The 2nd floor would not be <br />accessible, but because of the function of that <br />floor (administrative offices), this should not <br />present a problem. According to regulations, no <br />elevator is required unless the building has <br />100 occupants. <br />The City Attorney pointed out that this proposal <br />was two -fold: 1)The approval of the development <br />proposal, 2) The approval of the tax exempt financing. <br />The Mayor stated he would like to resolve the IRB <br />matter first to have some type of guidelines available <br />for this proposal. This should be available when <br />the Wolf and Associate proposal will again be addressed <br />at the May 4th meeting. It will be the first agenda <br />item scheduled to begin at 7:00 P.M. The Mayor <br />asked that representatives from Wolf and Associates <br />be available and they responded that they would. <br />(If there is going to be a public hearing, it will <br />probably be scheduled for May 27th). <br />Regular Meeting <br />April 14, 1980 <br />5.
