MOUNDS VIEW CITY COUNCIL February 9, 1981 <br />Regular Meeting Page 6 <br />MOTION: Doty made a motion, seconded by Forslund <br />to adopt Resolution #1241 including a statement of <br />the City's desire to use MSA funds. <br />Ayes -3 Nays -0 MOTION CARRIED. <br />2. He presented Resolution No. 1242 <br />Establishing a Temporary Moratorium on the <br />Enforcement of Section 104.03 of the <br />Municipal Code. <br />MOTION: Doty made a motion, seconded by <br />Forslund to adopt Resolution #1242. <br />Ayes -2 <br />Nay vote: <br />Blanchard -She cannot vote for it because <br />it is contrary to the current ordinance. <br />3. The tentative dates for the City <br />tours will be March 7th and April llth. <br />4. The Minnesota Cable Commission wants <br />to amend their original plan by including Lino <br />Lakes and Centerville. Pauley noted this would <br />not interfere with Mounds View's cable service <br />territory. Forslund noted it would not affect <br />Mounds View as Lino Lakes and Centerville are <br />in Anoka County and would be joining neighboring <br />cities. <br />5. He would like to have permission to <br />immediately issue a check to Kraus /Anderson <br />for the land transfer not' when he receives the <br />state's contribution. If the check has not <br />been received from the state by February 15th, <br />when the note is due, he would like permission <br />to authorize the check with only the federal <br />and local dollars included. <br />MOTION: Doty made a motion, seconded by Blanchard, <br />to authorize the payment of $136,500 to Kraus/ <br />Anderson upon receipt of the state portion of <br />LAWCON -LCMR granting fund. Should the monies not <br />be received by February 13th, a check less the <br />amount of state funds shall be issued on that date. <br />Ayes -3 <br />Nays -1 (Blanchard) MOTION FAILED <br />due to lack of 3 or more <br />votes <br />Nays -0 MOTION CARRIED. <br />6. He briefly mentioned that MAMA is going <br />into mediation. Two key issues he would like to <br />discuss with the Council at their next agenda <br />session are the longevity and t= <br />'9 -3 pay the educational <br />incentive pay. <br />
