MOUNDS VIEW CITY COUNCIL February 9, 1981 Regular Meeting Page 6 MOTION: Doty made a motion, seconded by Forslund to adopt Resolution #1241 including a statement of the City's desire to use MSA funds. Ayes -3 Nays -0 MOTION CARRIED. 2. He presented Resolution No. 1242 Establishing a Temporary Moratorium on the Enforcement of Section 104.03 of the Municipal Code. MOTION: Doty made a motion, seconded by Forslund to adopt Resolution #1242. Ayes -2 Nay vote: Blanchard -She cannot vote for it because it is contrary to the current ordinance. 3. The tentative dates for the City tours will be March 7th and April llth. 4. The Minnesota Cable Commission wants to amend their original plan by including Lino Lakes and Centerville. Pauley noted this would not interfere with Mounds View's cable service territory. Forslund noted it would not affect Mounds View as Lino Lakes and Centerville are in Anoka County and would be joining neighboring cities. 5. He would like to have permission to immediately issue a check to Kraus /Anderson for the land transfer not' when he receives the state's contribution. If the check has not been received from the state by February 15th, when the note is due, he would like permission to authorize the check with only the federal and local dollars included. MOTION: Doty made a motion, seconded by Blanchard, to authorize the payment of $136,500 to Kraus/ Anderson upon receipt of the state portion of LAWCON -LCMR granting fund. Should the monies not be received by February 13th, a check less the amount of state funds shall be issued on that date. Ayes -3 Nays -1 (Blanchard) MOTION FAILED due to lack of 3 or more votes Nays -0 MOTION CARRIED. 6. He briefly mentioned that MAMA is going into mediation. Two key issues he would like to discuss with the Council at their next agenda session are the longevity and t= '9 -3 pay the educational incentive pay.
