MOUNDS VIEW CITY COUNCIL May 11, 1981 <br />Regular Meeting Page 6 <br />real estate values. Also, that she feels that <br />there are 12,900 plus citizens that do not want <br />trucks parked in residential areas. <br />Mayor McCarty discussed in length the PCA noise <br />level requirements. He stated that there presently <br />are areas on County Road J that are in violation of <br />the regulations. Further that there have been no <br />truck accidents within the City. Further that there <br />have no injuries resulting from the operation of trucks, <br />or damage to property. He stated that fumes, odors, <br />gas and, smoke problems are covered under the <br />Nuisance Ordinance. He talked about diminishing of <br />aesthetic values. He stated that many recreational <br />vehicles are as large as trucks and that they can <br />be parked without restrictions. He discussed the 5 <br />foot setback which precludes the parking of a truck. <br />He discussed Ordinance 90 and 91. He stated that he <br />supports Ordinance No. 303. <br />The enforcement of the Ordinance was discussed in <br />length. <br />Barb Haake 3024 County Road I, asked if they could <br />tell the truck owners not to park there. Mayor McCarty <br />stated that the Police Department can keep tagging and <br />the truck owners can keep paying the fines. Ms. Haake <br />stated that she does not feel that the changing of <br />the Ordinance is what the majority of the people want. <br />She speaks against the changing of the Ordinance. <br />Mayor McCarty stated that the truckers have indicated <br />that they gave a petition to the City with 700 names <br />on it that were in opposition to the Ordinance. The <br />original petitions were discussed. Mayor McCarty stated <br />that he feels that there is ahni_ut 50/50 split at this <br />time. He stated that he had called several of the people <br />who had originally signed the petition in favor of the previous <br />Ordinance. He discussed some of their comments. He <br />further stated that out of 438 tags that have been <br />issued, 228 have been issued to one person. <br />Gerald Tesch, 5135 Long Lake Road, stated that !•then he <br />bought his home in 1952, there was a truck parked at <br />the time next door. He stated that when he purchased <br />his home the City had valued it at $10,000 and that it <br />was now valued at $54,000, and he feels that the truck <br />that is parked is not degrading the value of his <br />property. <br />Sharon McCarthy, Planning Commission Member, stated <br />that she would like to see the limiting of the number <br />of vehicles that can be parked on the yard and that <br />they would have to be on a paved surface. She talked <br />about the parking of 3 or 4 mobile homes at one time. <br />She stated that 65 dba's is an okay level and that <br />trucks are 84 dba's. Further that she feels that <br />
