MOUNDS VIEW CITY COUNCIL <br />Regular Meeting <br />Julienne Sprunck, 2649 Louisa, stated that he <br />moved to Mounds View 3 1/2 years ago because it <br />was pleasant and quiet. He talked about the noise <br />from trucks that had been parked on the Burlington <br />Northern property near his home. Further that he <br />was opposed to the changing of the present <br />Ordinance. <br />Robert Shelquist, 8025 Fairchild, asked why the <br />Ordinance is being changed at this time. It was <br />stated that it had been requested by the people. <br />He stated that 15 out of 17 persons that had signed <br />in at the April 27, 1981, Meeting had been in <br />opposition to the changing of the Ordinance. He <br />read many exerpts from Ordinance 67 that had been <br />adopted in 1960. He further stated that Zoning <br />Ordinances from 1968, 1970, 1972, and 1974, had <br />precluded or prevented the parking of truck <br />vehicles in residential areas. He stated that he <br />feels that there is a small majority of people <br />who want the Ordinance changed. He talked about <br />financial aspects, limiting the sale of homes. <br />He further stated that he opposes any change to <br />the present Ordinance. <br />Councilmember Doty stated that he is concerned <br />regarding tractors running during the night that <br />would become a nuisance. Further he discussed the <br />parking of boats, travel trailers, campers, motor <br />homes etc. Further that many people park vans <br />which are used as part of their work. He stated <br />that he does not want to restrict people from <br />using their property in a restrictive way. He <br />state that people should tile complaints when <br />things become a problem so that the problem can <br />be resolved. Further, that this Ordinance for <br />trucking has not been an enforceable one. <br />Jerry Linke, 2319 Knoll Drive, stated that he does <br />not feel that it's a valid argument that they <br />cannot enforce the Ordinance. He thinks that it <br />would not be good to rescind the Ordinance that <br />benefits the majority of the people within the City. <br />Further that people who want the Ordinance <br />rescinded should go through the Charter process. <br />Betty Shelquist, 8025 Fairchild, stated that she <br />feels that the Ordinance can be enforced. She <br />stated that the PCA could enforce violations. <br />Further that there are State Standards regarding <br />noise abatement. She feels that the City Council <br />has the responsibility to enforce the Standards. <br />She talked about residents that do not have trucks. <br />She talked about sections of the 1960 Ordinance. <br />Further discussed noise, unsightliness and drop in <br />May 11, 1981 <br />Page 5 <br />
