Mounds View City Council <br />Regular Meeting <br />.ayor McCarty stated that the Council has a good <br />working relationship with the Planning Commission, <br />and he would like to refer the matter back to them <br />as Mr. Hjelle has made some changes to his plan <br />since he was before the Planning Commission. <br />Motion /Second: McCarty /Doty to refer Mr, Hjelle <br />back to the Planning Commission, with the new <br />information, for their action. <br />5 ayes 0 nays <br />Motion /Second: Forslund /Blanchard to waive any <br />further fees for Mr. Hjelle to appear before the <br />Planning Commission. <br />5 ayes 0 nays <br />Mayor McCarty closed the public hearing and <br />reopened the regular meeting at 8:53 PM. <br />Official Rose reviewed Mr. Poppelaars request, <br />stating that while an agreement had been <br />----reached verbally with the effected property <br />wners, based upon the recommendations of <br />short- Elliott- Hendrickson and the Watershed <br />District, and that since both the City and <br />Watershed District were in agreement as to how <br />the development of the open land should occur, <br />it was not necessary to require a signed agree- <br />ment, and that Staff had never been directed <br />to have an agreement signed. <br />Motion /Second: McCarty /Doty to table the <br />request until such time as the agreement has <br />been implemented. <br />There was considerable discussion among the <br />Council and with Mr. Poppelaars before a vote <br />was taken. Mr. Poppelaars stated that he was <br />never given a formal agreement to sign, and <br />had been told it was approved. He stated he <br />has agreed to give the necessary land for <br />water retention. <br />Mayor McCarty stated that if all parties involved <br />are willing to sign, it should only take another <br />two weeks. Mr. Poppelaars then signed the <br />agreement. <br />ouncilmember Forslund stated she would like to <br />see it go back to Rice Creek Watershed District <br />for review with regard to the data that is now available <br />on the wetlands, for Ramsey County to verify if there <br />would be any changes or if it would remain the same. <br />September 14, 1981 <br />Page Five <br />Motion Carried <br />Motion Carried <br />11.
