Mounds View City Council November 24, 1981 <br />Regular Meeting Page Four <br />ight of the fact that the Jaycees would not be <br />able to assist in the construction of the park <br />building. Park Director Anderson replied that <br />it would be approximately $1,000. He also <br />reviewed the options available. <br />There was discussion among the Council of the <br />value of renting a shelter and waiting until <br />next year for the Jaycees to assist in building <br />the shelter, versus hiring a contractor to put <br />the building up now. The present budget situa- <br />tion was discussed again, with the feeling being <br />that the Council should be consistent in the <br />actions they take, and wait to get a better <br />picture of the budget situation before taking <br />action. <br />Motion /Second: Doty /Forslund to table action <br />on the proposed Lambert Park shelter building <br />until more is known about the financial <br />situation. <br />4 ayes 0 nays <br />otion /Second: McCarty /Doty to approve the <br />^-°issuance of a building permit for Mary <br />Anderson Homes at 7501 Silver Lake Road. <br />4 ayes 0 nays <br />Mayor McCarty strongly urged that the Council <br />implement the code procedure from July 1980 <br />as a policy guideline as the City could not <br />keep having exceptions on variances and <br />setbacks and so forth. <br />Official Rose explained how the problem of <br />the drain tile occurred. He stated the original <br />owner of the property was well aware of the drain <br />tile requirement when he sold the property, but <br />did not pass the information along to the purchaser. <br />He added that Staff is implementing steps to assure <br />that all lots that would be required to have drain <br />tile will be so noted at City Hall, with the <br />information passed along to those requesting a <br />building permit. He explained they will add a <br />rain tile inspection to building permits, they <br />lan to have pre- construction meetings with <br />developers, and will also have a stamp made up <br />to use on plans where drain tile is required. <br />Motion Carried <br />9.
