Mounds View City Council January 25, 1982 <br />Regular Meeting Page Two <br />that these two Bond Funds had sufficient <br />unappropriated fund balances to absorb these <br />reductions in Homestead Credit, however, the <br />Forestry Fund would need to be reduced by the <br />$4,660.54 amount in order to meet the antici- <br />pated shortfall in revenues. <br />Finance Director Brager also advised the <br />Council that based on his most recent pro- <br />jections the 1981 General Fund Budget would <br />have a carry -over to the fund balance of <br />approximately $73,000 once all bills are <br />paid for expenses incurred in fiscal year <br />1981. <br />Mayor McCarty asked that Finance Director <br />Brager explain why personnel costs were <br />projected to overrun the budget in 1981 <br />when sufficient funds were included in the <br />1981 General Budget Fund to adequately fund <br />all salary adjustments. Finance Director <br />Brager indicated that the budget was pre- <br />pared before the Stanton Program was adopted <br />and that the personnel costs for salary <br />adjustments were budgeted both on a depart- <br />mental and contingency basis and that these <br />funds were sufficient to cover all salary <br />adjustments, however, individual department <br />budgets might not be sufficient to handle <br />the personnel costs for the specific depart- <br />ment in question. <br />Public Works Superintendent Decheine reported <br />that Art Holm had returned home after having <br />recently suffered a heart attack and it is <br />not anticipated that a decision would be made <br />regarding his ability to return to work for <br />the next two to three months. <br />Public Works Superintendent Decheine advised <br />the Council that the snow removal equipment, <br />which they had recently authorized, was <br />exceeding the expectations of the Public Works <br />Department and thanked the City Council for <br />providing his department with such outstanding <br />equipment. <br />Public Works Superintendent Decheine indicated <br />that the cleaning of snow around fire hydrants <br />has become the priority job for the department <br />since the two recent snowstorms.
