Mounds View City Council January 25, 1982 <br />Regular Meeting Page Six <br />Councilmember Forslund had no report. <br />Councilmember Hodges reported on conversa- <br />tions he had with State Senator Don Frank <br />regarding State Aid cuts and that this <br />information was identical to that provided <br />by staff in Finance Director Brager's report. <br />Mayor McCarty reported that he received a <br />call from a resident complimenting the City <br />and County on snow removal and complaining <br />about snowmobilers using City streets and <br />parks. Mayor McCarty requested that staff <br />obtain copies of snowmobile ordinances from <br />the cities of New Brighton, Fridley, and <br />Spring Lake Park and send a letter to the <br />Mounds View Snow Mounties requesting that <br />they meet with the City Council at the earliest <br />Agenda Session to discuss what can be done <br />to prevent the use of City streets and parks <br />by snowmobilers. <br />Mayor McCarty indicated that Senator Don Frank <br />had contacted him requesting that he be advised <br />of the City's position on the proposal by <br />Ramsey County to levy a hotel /motel tax on all <br />hotels and motels in Ramsey County. Clerk/ <br />Administrator Pauley updated the Council on the <br />present status of the legislative proposal and <br />indicated that. the Ramsey County Legislative <br />Delegation would be meeting on this matter on <br />Wednesday, January 27, 1982. Mayor McCarty <br />stated his opposition to the proposal as he felt <br />it gave taxing authority to units of govern- <br />ment too isolated from the general public. <br />Motion /Second: McCarty /Blanchard to oppose the <br />hotel /motel tax proposal and have staff advise <br />Senator Frank of their opposition. <br />5 ayes <br />0 nays Motion Carried <br />Mayor McCarty stated his desire to pursue the <br />negotiation of Joint Powers Agreements with <br />surrounding municipalities for the joint use <br />of personnel or equipment in order to meet the <br />needs of the City's General Fund Budget in response <br />to future revenue reductions from the State of <br />Minnesota. <br />
