Mounds View City Council February 8, 1982 <br />Regular Meeting Page Four <br />impact of that drainage on the capacity of <br />the pond, allowing for a 17 cfs outlet. <br />Mayor McCarty arrived at 8:15 PM. <br />There was considerable discussion of the <br />history of the ponding problem and the <br />contracts involved. <br />Councilmember Hodges arrived at 8:20 PM. <br />Motion /Second: McCarty /Forslund to inform <br />Mr. Sunde that his drainage plan, reference <br />the requirements from Rice Creek Watershed <br />District, is not complete and that he <br />revise the plan to include a 17 cfs outlet <br />with a 50 acre foot storage pond as pre- <br />viously agreed to in the grading plan as <br />approved by the DNR. <br />5 ayes 0 nays <br />Motion /Second: Forslund /Doty to table <br />the issue. <br />1 aye 4 nays <br />Councilmember Forslund stated she would like <br />to table the issue as she felt the supporting <br />documentation for the Park Department was the <br />same amount as the defeated Park referendum, <br />as well as there being other areas of question. <br />Clerk /Administrator Pauley explained that this <br />was the Park Master Plan and reviewed where the <br />contributions would come from. <br />Mayor McCarty stated he agreed that the revenues <br />were short and the plan should reflect what is <br />actually planned and feasible. Attorney Meyers <br />advised that since this was the first reading <br />of the ordinance, the Council could either <br />approve the reading and make changes before the <br />second reading, or could table it and make the <br />changes before the first reading. <br />Motion /Second: Doty /Hodges to have the first <br />reading or Ordinance No. 311 adopting the 1981 <br />long -term financial plan. <br />Motion Carried <br />10. 1st Reading of Ord. <br />No. 311 Adopting the <br />1981 Long -Term <br />Financial Plan <br />Motion Denied <br />
