Mounds View City Council February 8, 1982 <br />Regular Meeting Page Three <br />Motion /Second: Doty /Blanchard to refer the <br />Sunrise Methodist Daycare project back to <br />the Planning Commission, due to the changes <br />in the request for a conditional use permit <br />with no additional fees being charged. <br />3 ayes 0 nays <br />Acting Mayor Forslund closed the public hearing <br />for Sunrise Methodist Church at 7:50 PM and <br />opened the public hearing for the 1981 long <br />term financial plan at 7:50 PM. <br />Clerk /Administrator Pauley explained that the <br />purpose of the long term financial plan is to <br />provide a five year plan for the City, covering <br />four basic elements, a public service program <br />outlining future needs of the City, a capital <br />inprovement plan which outlines what capital <br />inprovements the Council anticipates would <br />have to be made in the City over the next <br />five years, a long term revenue program which <br />will anticipate revenues for the next five <br />years, and a capital budget program, which <br />will summarize the capital improvements and <br />long term revenue plans. He added that copies <br />are available for the public to review. <br />There were no questions or comments from the <br />audience. <br />Acting Mayor Forslund closed the public hearing and <br />reopened the regular meeting at 7:57 PM. <br />Motion /Second: Doty /Forslund to approve Ordi- <br />nance No. 312 extending the applicability of <br />Ordinance No. 301 as amended by Ordinance <br />No. 305. <br />Acting Mayor Forslund aye <br />Councilmember Blanchard aye <br />Councilmember Doty aye <br />Clerk /Administrator gave an explanation of <br />Ordinance No. 312. <br />Clerk /Administrator Pauley reported that <br />the issue had previously been discussed with <br />Attorney Meyers and at an agenda session, with <br />the decision made to refer it back to Gerald <br />Sunde, who drafted the December 28 drainage <br />report, requesting that he include a supplement <br />of calculations for the area that presently <br />drains into Silver Lake Woods Pond and the <br />Motion Carried <br />7B. 1981 Long -Term <br />Financial Plan <br />8. Second Reading and <br />Adoption of Ord. No. <br />312 Extending the <br />Applicability of Ord. <br />No. 301 as Amended <br />by Ord. No. 305 <br />Motion Carried <br />9.
