Mounds View City Council Regular Meeting Attorney Karney agreed that the bid was valid and the contractor could still sign the bond if awarded the job. Motion /Second: Doty /Blanchard to accept the bid for contract with GTF Landscaping, for a total bid price of $11,962.74, and the funds be designated from Storm Water Management, and GTF sign the bond before the contract becomes effective. 3 ayes 0 nays Attorney Karney reported that regarding paying the legal fees in a lawsuit involving one of the police officers, after reviewing the law, he would recommend the Council pay the fees if they feel the police officer is not guilty of gross neglect of duty. Mayor McCarty stated he would agree to pay as the lawsuit had been dropped after an insurance settle lent had been made, so he felt that with- out a trial the officer was innocent until proven guilty. It was agreed that the officer in question should be told they were paying based on the attorney's findings, and the City would not be responsible for any gross misconduct of any employee. Motion /Second: McCarty /Doty to allow payment of the attorney fees for Officer Chambers, with the funds to come from the contingency fund. 3 ayes 0 nays Clerk /Administrator Pauley noted that the City and Barb Collins had received a certifi- cate of appreciation from the United Way for their outstanding contribution the past year. Clerk /Administrator Pauley reviewed the problems the City is having in putting a water main through from Oakwood to Spring Lake Park Road. He outlined three plans but explained they are runnit:g into problems with people who will not give the necessary casement. He added they will be working on it further.
