Mounds View City Council <br />Regular Meeting <br />Attorney Karney agreed that the bid was valid <br />and the contractor could still sign the bond <br />if awarded the job. <br />Motion /Second: Doty /Blanchard to accept the bid <br />for contract with GTF Landscaping, for a total <br />bid price of $11,962.74, and the funds be <br />designated from Storm Water Management, and <br />GTF sign the bond before the contract becomes <br />effective. <br />3 ayes 0 nays <br />Attorney Karney reported that regarding <br />paying the legal fees in a lawsuit involving <br />one of the police officers, after reviewing <br />the law, he would recommend the Council pay <br />the fees if they feel the police officer is <br />not guilty of gross neglect of duty. <br />Mayor McCarty stated he would agree to pay as <br />the lawsuit had been dropped after an insurance <br />settle lent had been made, so he felt that with- <br />out a trial the officer was innocent until <br />proven guilty. <br />It was agreed that the officer in question <br />should be told they were paying based on the <br />attorney's findings, and the City would not <br />be responsible for any gross misconduct of <br />any employee. <br />Motion /Second: McCarty /Doty to allow payment <br />of the attorney fees for Officer Chambers, <br />with the funds to come from the contingency <br />fund. <br />3 ayes 0 nays <br />Clerk /Administrator Pauley noted that the <br />City and Barb Collins had received a certifi- <br />cate of appreciation from the United Way for <br />their outstanding contribution the past year. <br />Clerk /Administrator Pauley reviewed the problems <br />the City is having in putting a water main <br />through from Oakwood to Spring Lake Park Road. <br />He outlined three plans but explained they are <br />runnit:g into problems with people who will not <br />give the necessary casement.
