Mounds View City Council March 8, 1982 <br />Regular Meeting Page Five <br />That once the property is rezoned it <br />would be difficult, if not impossible, to <br />control the use of the property which would <br />permit all uses under Chapter 40.17 of the <br />Municipal Code; <br />That the Council is aware that the appli- <br />cant knew what the property's present zoning <br />was when he purchased it, that he has erected <br />signs on the property advertising his business <br />prior to this hearing and has shown a disregard <br />for the majority owners of the surrounding <br />properties and neighborhood by his activities; <br />The Council has also received and consi- <br />dered the City's Planning Commission Resolution No. <br />46 -82 to deny the applicant's request and agrees <br />with said recommendation and adopts the Planning <br />Commission's findings and conclusions as part <br />of the Council's reasons for this action. <br />5 ayes 0 nays <br />Mayor McCarty asked Staff to check into the <br />problem with Steve's Appliance, the Whirlpool <br />dealer, and to send him a letter. <br />Finance Director Brager asked the Council to <br />return to the Consent Agenda and address Item I, <br />approving a bingo license for the Pinewood <br />Elementary P.T.O. and waiving the fee. He <br />stated that in the past the Council has waived <br />the fee for non- profit organizations, and the <br />fee in question is $5. <br />Motion /Second: Forslund /Hodges to waive the fee <br />for the Pinewood Elementary P.T.O., and rescind <br />the original action the Council took on the item. <br />5 ayes 0 nays <br />Steve Wiggins introduced himself as a repre- <br />sentative of Mounds View Residence, Inc., a <br />non- profit organization founded by a group <br />of people interested in developing housing <br />for e?derly and handicapped people. He out- <br />lined the project and answered questions from <br />the Council, stating that the construction <br />costs were estimated to include the projected <br />inflation. <br />Motion Carried. <br />Motion Carried. <br />7.
