Mounds View City Council March 8, 1982 Regular Meeting Page Five That once the property is rezoned it would be difficult, if not impossible, to control the use of the property which would permit all uses under Chapter 40.17 of the Municipal Code; That the Council is aware that the appli- cant knew what the property's present zoning was when he purchased it, that he has erected signs on the property advertising his business prior to this hearing and has shown a disregard for the majority owners of the surrounding properties and neighborhood by his activities; The Council has also received and consi- dered the City's Planning Commission Resolution No. 46 -82 to deny the applicant's request and agrees with said recommendation and adopts the Planning Commission's findings and conclusions as part of the Council's reasons for this action. 5 ayes 0 nays Mayor McCarty asked Staff to check into the problem with Steve's Appliance, the Whirlpool dealer, and to send him a letter. Finance Director Brager asked the Council to return to the Consent Agenda and address Item I, approving a bingo license for the Pinewood Elementary P.T.O. and waiving the fee. He stated that in the past the Council has waived the fee for non- profit organizations, and the fee in question is $5. Motion /Second: Forslund /Hodges to waive the fee for the Pinewood Elementary P.T.O., and rescind the original action the Council took on the item. 5 ayes 0 nays Steve Wiggins introduced himself as a repre- sentative of Mounds View Residence, Inc., a non- profit organization founded by a group of people interested in developing housing for e?derly and handicapped people. He out- lined the project and answered questions from the Council, stating that the construction costs were estimated to include the projected inflation. Motion Carried. Motion Carried. 7.
