Mounds View City Council March 22, 1982 <br />Regular Meeting Page Star <br />property in the City to have the water billings <br />sent directly to the renters, rather than to <br />the owner. He stated he was willing to sign an <br />agreement, stating he would be responsible for <br />payment of the bill if the renters did not pay it. <br />There was considerable discussion between the <br />Council, Clerk /Administrator, Attorney and Finance <br />Director, with the points being made that if they <br />do it for one owner, they must do it for all who <br />have separate meters, that it could be approved <br />as a general policy, as long as the owner would <br />sign an agreement to be responsible in the end, <br />that it would create a gored -deal more work for <br />the billing clerk, and the City could get caught <br />in disputes between the renters and owners. <br />It was the concensus of the Council that they were <br />not ready to change the policy at this time. <br />Clerk /Administrator Pauley reported that Mayor <br />McCarty would like to interview John Carl <br />Johnson for a half -time position for six months <br />for City Engineer. <br />Councilmember Blanchard questioned if it was wise <br />for the City to hire someone for this position <br />in view of the State's economy. <br />It was agreed that the Council would interview <br />the applicant at 4:00 PM on March 29. <br />Acting Mayor Forslund asked if the letter from <br />the Wetlands Committee for a Joint Powers Agreement <br />for an Engineer had been sent out. Clerk /Administrator <br />Pauley replied it was ready for the Mayor's signature. <br />Acting Mayor Forslund recommended an evaluation be made <br />by Larry Decheine as to CR2 bituminous coating compared to <br />the tar. Clerk /Administrator Pauley replied they <br />will have to wait until the frost is out of the <br />ground. <br />Acting Mayor Forslund stated she had just received <br />the review from the Met Council and reported some <br />of the actions they had taken, and upcoming meetings. <br />Acting Mayor Forslund reported she had received <br />many calls from people complaining of the color and <br />odor of their water, saying it is not drinkable. <br />Clerk /Administrator Pauley replied that he had <br />discussed the matter with Maintenance Supervisor <br />Deuchein, and that he had done everything he could <br />think of but did not have an explanation.
