s_. <br />Mounds View City Council March 22, 1982 <br />Regular Meeting Page Five <br />Councilmember Doty stated he would try to attend. <br />Councilmember Hodges reported he had attended <br />the Youth Service Bureau meeting, where they had <br />discussed the proposal for a "Tough Love" program, <br />which has proved to have a good response in other <br />areas. He added that he has a copy of their 1983 <br />proposed budget available for Council review. <br />Clerk /Administrator Pauley reported that due to 13. Report of <br />Legislative reapportionment, Mounds View had Administrator <br />been designated as District 52, and is split is <br />half. He stated the City is now required to <br />adjust their precincts, and the Council must <br />take action by the May 10 meeting in order to <br />meet all legal deadlines. He reported, how- <br />ever, that the reapportionments are now in a <br />30 day appeal process, so they must wait to <br />see what happens before proceeding. He <br />added that the Mayor has some recommendations <br />on the process for implementing changes. <br />Clerk /Administrator Pauley reported he had <br />received a letter from the Metropolitan Area <br />Managers Association, asking if the City would <br />like to continue using them in negotiations <br />with Local 49. <br />Motion /Second: Forslund /Hodges to authorize <br />the Metropolitan Area Managers Association <br />to represent the City of Mounds View in labor <br />contract negotiations with IUOE Local 49. <br />4 ayes 0 nays <br />Clerk /Administrator Pauley reported he had <br />received a copy of the Fire Department <br />financial statement for the year. ending 1981, <br />which will be put in the library. He stated <br />they had ended 1981 with a surplus of $9,854, <br />which could be used to reduce the principle <br />of the variable rate mortgage for the engine. <br />He added the balance of the mortage is $90,227, <br />and the City of Blaine has already approved <br />the surplus to be used to reduce the principle, <br />and Mounds View and Spring Lake Park approval <br />is also needed. <br />Acting Mayor Forslund stated she would like to <br />discuss the issue further at the next agenda <br />session. <br />Clerk /Administrator Pauley reported that Mayor <br />McCarty had asked for two items to be discussed, <br />one being the request from an owner of rental <br />Motion Carried <br />
