Mounds View City Council April 12, 1982 Regular besting Page Nine Motion /Second: McCarty /Hodges to reject the bid of Crosstown Sweeping Corporation and authorize readvertising for bids, with a bid letting date of April 21 at 9 AM. 4 ayes 0 nays Official Rose had no report. Attorney Meyers reported he had received a letter from the Kraus /Anderson legal counsol, stating they would like to arrange to program their SWM charges for the project through the assessment method against the benefited pro- perties, which would result in their not paying money up front but paying it as the building permits are issued. Mayor McCarty asked Attorney Meyers to provide the Council with a further report. Councilmember Forslund had no report. Councilmember Hodges had no report. Councilmember Blanchard reported the Easter egg hunt the previous Saturday had been a great success, with between 700 and 800 children and parents participating. Mayor McCarty reported he had talked to Staff regarding the water billing procedure for rental properties. Motion /aecond: McCarty /Hodges that the water bills be mailed to the tenants where the landlord /owner of the property has notified tje City of the name and address of each tenant, and further that the landlord /owner signs an agreement to pay or be assessed, in the case of a delinquent account, all unpaid charges incurred by the tenant. 4 ayes 0 nays Mayor McCarty reported that on the recent bonding error regarding the Kraus /Anderson development, he felt the Council and Staff were both deligent and acted properly. }ie stated that after investigating it, he felt Staff had acted properly and the error was committed by the other party.
